Deputy Prime Minister and Minister of Interior Sar Kheng (pictured) has banned police from using weapons to crack down on protesters after three protesting garment workers were seriously shot in Svay Rieng on 20th February 2012.
Speaking at the Interior Ministry's annual stocktaking conference for 2011 and plans for 2012 on Tuesday 21st February, Mr. Sar Kheng ordered the National Police Commissioner to ban police from carrying weapons when going to crack down on protesters to avoid the shooting of protesters.
He said the police will only be equipped with batons and shields when sent to crack down on land and garment protesters.
Mr. Sar Kheng's speech was made in front of all provincial governors and National Police commissioner Gen. Neth Savoeun, who is a nephew-in-law of Prime Minister Hun Sen. He said the police must find the truth and the roots of violence on Monday. He said police must be neutral and not take side with the companies for personal gains. "But, first, however things happened, we must consider the people's interests as a priority, but we also have a policy to support investments. We stand on the real truth and transparency. We have an obligation to keep the security and the public orders, but we do not have the right to shoot the people. All provincial governors please listen to this carefully. For example, if someone shoot us, how much we suffer and how much hardship we will encounter, for a very small mistake that we don't deserved to be shot?", he said.

លោក ស ខេង បានមានប្រសាសន៍ថា អាជ្ញាធរនគរបាលត្រូវតែស្វែងរកការពិតនៃឫសគល់នៃអំពើហិង្សាដែលបានផ្ទុះឡើង គឺមិនត្រូវកាន់ជើងភាគីក្រុមហ៊ុន ឬភាគីប្រជាពលរដ្ឋទេ។ អាជ្ញាធរនគរបាលត្រូវតែប្រកាន់ជំហរអព្យាក្រឹត ឬអាជ្ញាកណ្ដាល មិនត្រូវការពារក្រុមហ៊ុនដើម្បីលាភសក្ការៈនោះទេ។
លោក ស ខេង៖ «ប៉ុន្តែជាបឋម ទោះជាយ៉ាងណាក៏ដោយ យើងឈរលើផលប្រយោជន៍របស់ប្រជាពលរដ្ឋជាមុន ហើយយើងក៏មានគោលនយោបាយដើម្បីគាំទ្រការវិនិយោគទាំងឡាយផងដែរ។ យើងឈរលើសច្ចភាពមួយច្បាស់លាស់ តម្លាភាព។ យើងមានកាតព្វកិច្ចរក្សាសន្តិសុខ សណ្ដាប់ធ្នាប់សាធារណៈ តែយើងគ្មានសិទ្ធិបាញ់លើប្រជាជនទេ អាហ្នឹងសុំអស់លោកអភិបាលខេត្តស្ដាប់អាហ្នឹងឲ្យច្បាស់។ ទាំងគេ ទាំងយើង ឧបមាថា គេបាញ់យើងវិញ តើយើងវេទនាយ៉ាងណា យើងពិបាកប៉ុណ្ណា ក្នុងកំហុសតិចតួចដែលមិនសមថា គេបាញ់នោះ?»។

Another CPP tricks. CPP are often known for their words and not action. This is to good to be true. CPP getting ready for another election game, give them the choices now, after the election we will take everything from them.
Dont be fooled by CPP! If Sar Kheng dares to go against Hun Sen, he will use Anti-Crime Unit to arrest Hun Sen and his wife for crimes of murders and corruption.

And you don't want the polices to beat protesters or people to death. Beating people or protesters to death is not an option. You need to prove that you do the right things for the people or you need to punish the factory owners who are corrupted. Have you passed the tests for Anti-corrupted Unit yet, Mr. Sar Kheng? No, you did not. Corruption everywhere under the CPP regime.
