The bodyguard of an unnamed high-ranking military leader, who shot and wounded an American tourist while escorting his boss, had surrendered to authority after witnesses identified him after he had injured an American tourist early Saturday morning.
According to witnesses, 30 year-old Kheng Sarath, the bodyguard of an unnamed high-ranking military general, shot at the buttock of Carthur Richarduamefilbert, the 24 year-old American tourist, when the latter crossed Norodom Boulevard in Phnom Penh's Daun Penh district at 1:30am early Saturday morning after the said tourist had allegedly touched his boss's car while crossing the road.
However, Mr. Chuon Narin, head of Penal Office of Phnom Penh Police Directorate, said that a security guard working nearby said that Kheng Sarath did not shoot at the American tourist, but he fired the gun into the ground and the bullet bounced back and hit the American tourist at the buttock.
Mr. Chuon Narin added that the bodyguard will be sent to court, but it remains to be seen what sort of punishment his boss, the unnamed general, will receive.

ប្រធានការិយាល័យព្រហ្មទណ្ឌកម្រិតធ្ងន់ នៃស្នងការដ្ឋាននគរបាលរាជធានីភ្នំពេញ លោក ជួន ណារិន បានប្រាប់មជ្ឈមណ្ឌលព័ត៌មានដើមអម្ពិល តាមទូរស័ព្ទនៅល្ងាចថ្ងៃទី២១ ខែមករា នេះថា ជនល្មើស ខេង សារ៉ាត់ បានចូលប្រគល់ខ្លួន ឲ្យសមត្ថកិច្ច បន្ទាប់ពីកម្លាំងសមត្ថកិច្ច បានកំណត់មុខសញ្ញា ហើយធ្វើការស្រាវជ្រាវ តាមចាប់ជនល្មើសរូបនេះ ពីបទបង្កឲ្យមានរបួសស្នាមទៅលើជនបរទេស។
តែទោះជាយ៉ាងណា លោក ជួន ណារិន បានបញ្ជាក់ថា តាមពិតទៅជនល្មើសរូបនេះ មិនបានបាញ់សំដៅជនបរទេសនោះឡើយ គឺបាញ់ទៅដី តែវាប្លាតទៅត្រូវកំប៉េះគូទតែម្តង ខណៈជនបរទេសរូបនេះ បានដើរកាត់មុខរថយន្តចៅហ្វាយនាយរបស់ខ្លួន ហើយថែមទាំងវាយរថយន្តទៀតផង។ ដែលការបញ្ជាក់យ៉ាងដូច្នេះ គឺទទួលបានពីសន្តិសុខម្នាក់ នៅក្បែរកន្លែងកើតហេតុ បានឃើញព្រឹត្តិការណ៍នេះ ផ្ទាល់ភ្នែក។
បើទោះបីបង្ករបួសស្នាមក្នុងរូបភាពយ៉ាងនេះក៏ដោយ ប៉ុន្តែលោក ជួន ណារិន បានអះអាងថា កម្លាំងសមត្ថកិច្ចរបស់លោក នឹងបញ្ជូនសំណុំរឿង រួមទាំងជនល្មើសរូបនេះ ទៅកាន់តុលាការ នាថ្ងៃអាទិត្យ ទី២២ ខែមករា តាមបញ្ជារបស់លោកស្នងការ ទូច ណារ៉ុថ។
សូមបញ្ជាក់ថា កាលពីវេលាម៉ោង ១ និង៣០នាទីយប់រំលងអាធ្រាត្រចូលថ្ងៃទី២១ ខែមករា ឆ្នាំ២០១២ បុរសជនជាតិអាមេរិកាំងម្នាក់ អាយុ ២៤ឆ្នាំ រងគ្រាប់កាំភ្លើងត្រង់កំប៉េះគូទ នៅលើកំណាត់ ផ្លូវព្រះនរោត្តម សង្កាត់ជ័យជម្នះ ខណ្ឌដូនពេញ ដែលសាក្សីខ្លះអះអាងថា ត្រូវបានអង្គរក្ស ដែលជិះម៉ូតូការពារមេរបស់ខ្លួន ពីក្រោយរថយន្តបានបាញ់ទៅលើជនរងគ្រោះ ខណៈដើរឆ្លងផ្លូវ ហើយទុចនឹងរថយន្ត ក៏យកដៃច្រត់លើរថយន្ត។

This is the thing that I hate about cambodia...The(rich/powerful people) use their power to threat another people, the(LAW)need to get rid of these kind of people in cambodia...I meant the law need to punish this kind of people!! This kind of people will destroy the society and the country....
I think the LAW is still weak in cambodia and has no effect toward these kind of people at all, usually these people get off the hook, got away when they commited crimes...So, the country will get nowhere?? They need to clean up these junky-contaminate for good.!!
I am a khmer-american. I considered invest in cambodia but i realized that i will just support these corrupt these corrupt officials. This is another reasons why U.S.A. invest only $4 million in cambodia. Say NO to investment in cambodia

Yes, I believe the police should publicly say who the military leader is and bring him into question. Maybe he was the one who ordered his bodyguard to shoot the American tourist. These powerful people sit on the law, they have no respect for the law so how can Cambodia become a state of law?
Trafic in Cambodia is so bad. One can see moto riders, collegue student moto riders, and Luxus and other luxurous car drivers do not respect the law.
In this cas where this Ek Udom is comming from in the very early morrning and he should treat his personal body gard not to shoot the tourist or even to fire into the ground.
My deepest regards to the victim and his family. I am Khmer living in Cambodia and this is such an embarrassment to the country and it's people. That just shows the ignorance, stupidity, and uneducated power trip of officials here. Wow, what a way to set an example for the future generation. Laws are created here to be obeyed, but laws are not being followed because officials think that they are above the law. All I have to say is wait until the American embassy gets involve, who is tougher now.
