The opposition Sam Rainsy Party (SRP) has decided to implement an agreed formula of the rotation or the reshuffle of members of parliament in a power-sharing in which serving members of parliament would vacate their parliamentary seats in the middle of their term to allow the MPs-in-waiting to serve the rest of the term.
The MP rotation or reshuffle was supposed to have taken place earlier this year, but due to internal disagreement and wrangling it was put on hold. The disagreement has disenfranchised many senior members, notably Mao Monivan who had resigned as an MP in protest and was subsequently expelled from the party and he later joined the Human Rights Party.
However, now there are at least 7 MPs who had agreed to vacate their seats in exchange for the right to stand in the upcoming senate election which will be held on 29th January 2012.
Among the MPs who had vacated their parliamentary seats to stand in the senate election are: Mr. Ho Vann, MP for Phnom Penh, Kong Korm, Vice-President of the SRP, Mu Sochua, MP for Kampot and Yim Sovan, the party spokesman and MP for Phnom Penh, Ke Sovannaroth, wife of Yim Sovann and Secretary-General of the party as well as MP for Siem Reap and Mr. Kuoy Bunroeun, brother-in-law of Eang Chhay Eang, the party strongman.
The incoming MPs are Mr. Keth Khy and Mr. Dam Sith, editor-in-chief of the Khmer Moneaksekar newspaper who was jailed for 12 months 3 years ago for allegedly defaming Foreign Minister Hor Namhong.
The senate election is not a universal election and only MPs and members of the commune and municipal councils can vote to elect the senators. The SRP currently holds 2 senate seats but it hopes to win 11 senatorial seats in the upcoming senate election.

ដើម្បីដោះស្រាយបញ្ហាគោលការណ៍ធ្វើតំណាងរាស្ត្រពាក់កណ្តាលអាណត្តិ គណបក្សសមរង្ស៊ី បានសម្រេចឲ្យអ្នកតំណាងរាស្ត្រ ដែលជាសមាជិករដ្ឋសភាមួយចំនួនចាកចេញទៅឈរឈ្មោះជាបេក្ខជនបោះឆ្នោតព្រឹទ្ធសភា អាណត្តិទី៣ ដែលនឹងត្រូវបោះឆ្នោត នាថ្ងៃទី២៩មករា ឆ្នាំ២០១២។ ចំណែកតំណែងតំណាងរាស្ត្រត្រូវទុកឲ្យបេក្ខជនឈរឈ្មោះបន្ទាប់។ ការសម្រេចនេះ បានធ្វើឡើង ខណៈដែលការចុះឈ្មោះបញ្ជីឈ្មោះគណបក្សនយោបាយ និងបេក្ខជនឈរឈ្មោះឆ្នោតព្រឹទ្ធសភានឹងត្រូវបញ្ចប់នៅថ្ងៃទី១៩វិច្ឆិកាខាងមុខ។
យ៉ាងហោចណាស់មានតំណាងរាស្ត្រគណបក្សសមរង្ស៊ី ៧រូប ត្រូវលាលែងពីតំណែង ដើម្បីទៅឈរឈ្មោះជាបេក្ខជនសមាជិកព្រឹទ្ធសភា អាណត្តិទី៣ ដែលនឹងត្រូវបោះឆ្នោត នៅថ្ងៃទី២៩ មករា ឆ្នាំ២០១២។ ចំណែកតំណែងតំណាងរាស្ត្រនៅរដ្ឋសភា ត្រូវទុកឲ្យអ្នកឈរឈ្មោះបន្ទាប់ តាមគោលការណ៍តំណាងរាស្ត្រពាក់កណ្តាលអាណត្តិរបស់គណបក្សសមរង្ស៊ី។
ប្រធានគណបក្សសមរង្ស៊ី ប្រចាំក្រុងភ្នំពេញ លោក ហូរ វ៉ាន់ បានឲ្យដឹងថា ការសម្រេចនេះ ជាគោលការណ៍រួម ដែលគណបក្សសមរង្ស៊ីបានគោរពកិច្ចសន្យាកន្លះអាណត្តិ។
លោក ហូរ វ៉ាន់ ដែលត្រូវចាកចេញពីតំណែងតំណាងរាស្ត្រ ក៏បានបន្ថែមថា លោកត្រូវទៅឈរឈ្មោះបោះឆ្នោតនៅព្រឹទ្ធសភា ដោយទុកតំណែងតំណាងរាស្ត្រ ១ឆ្នាំកន្លះ សម្រាប់អ្នកដែលឈរនៅលេខរៀងបន្ទាប់ គិតពីពេលបោះឆ្នោតព្រឹទ្ធសភា នៅថ្ងៃទី២៩មករា ឆ្នាំ២០១២។
លោក ហូរ វ៉ាន់ បានបន្ថែមថា គោលការណ៍នេះត្រូវបានគណបក្សសមរង្ស៊ីធ្វើរួមនៅគ្រប់ភូមិភាគទាំង៨ សម្រាប់ការបោះឆ្នោតព្រឹទ្ធសភាខាងមុខ។
ជាមួយនឹងការលើកឡើងដូច្នេះ លោក ហូរ វ៉ាន់ ក៏បានបន្ថែមថា ការសម្រេចរបស់គណបក្សសមរង្ស៊ីនេះ គឺមិនចាំបាច់មានការលាលែងពីតំណែងអ្នកតំណាងរាស្ត្រទេ ដោយគ្រាន់តែព្យួរការងារនៅរដ្ឋសភា។ ប៉ុន្តែនៅពេលមិនជាប់ជាសមាជិកព្រឹទ្ធសភា គឺនៅតែធ្វើជាតំណាងរាស្ត្រ ជាធម្មតា។
មន្ត្រីជាន់ខ្ពស់គណបក្សសមរង្ស៊ីបានលើកឡើងថា អ្នកតំណាងរាស្ត្រ ដែលត្រូវលាលែងពីតំណែងតំណាងរាស្ត្រ និងអ្នកជំនួសថ្មី មានចំនួន ៧រូប រួមមាន លោកហូរ វ៉ាន់ លោកគួយ ប៊ុនរឿន និងលោកស្រីកែ សុវណ្ណរតន៍ ជាដើម។ ចំណែកអ្នកត្រូវចូលជំនួសជាតំណាងរាស្ត្រ មានជាអាទិ៍ លោកដាំសិទ្ធិ ចាងហ្វាងកាសែតមនសិការខ្មែរ និងលោកកែត ឃី។
បញ្ជីឈ្មោះបេក្ខជនសម្រាប់ការបោះឆ្នោតព្រឹទ្ធសភារបស់គណបក្សសមរង្ស៊ី នៅទាំង ៨ភូមិភាគ ជាតំណាងរាស្ត្រដ៏មានប្រជាប្រិយភាព ដូចជា លោកស្រី មូរ សុខហួរ និងលោកយឹម សុវណ្ណ រួមទាំងលោក គង់ គាំ។

1:37 AM, she doesn't need to be in politics like your corrupt CPP officials to survive. She got a master degree from America, so she can work anywhere. An MP in Cambodia can only earn $1500 per month. If she stayed in America or returned back to America, she can earn as much as $4000-$5000 per month easily.
The fact that she stayed in Cambodia was to help the poor and victims of your CPP crooks.

Not everybody abroad wanted Sam Rainsy. In term of the comment aobut Mu Sochua; she could easily make more money in united states and she is there to help. She is the only clean politician that I see. I wish she ran for Prime Minister but I dont think the dictator Sam Rainsy can take it. What a fucking moron Sam Rainsy. He is no different then Hun Sen.
