Cambodian courts must be independent to allay people's fear of the law

PHNOM PENH, Nov 14 - Law and freedom of speech appear to be contradictory notions in Cambodia since the law is often considered as a tool to limit a citizen’s freedom of speech. How does this happen?

In Cambodia, many people become concerned when the government drafts new laws, especially those related to freedom of expression such as laws on demonstrations, non-governmental organizations, unions and even the new penal code. According to human rights groups, there have been many cases where laws have been used to suppress the freedom of expression.

However, every country must have laws to ensure public order, national security and social justice. Enforcing those laws is equally important.

you can have all the law you wanted but if people themselve doesn't obey the law, used money as their way out. no matter what you do or who will be in charge, the issue will remain the same. reform start from the people on up. if you go to some place and wanted something done like paper, cambodia will charge some sort of fees that is not even in the book. this is why reform must start from everyday folks. the government need to show them how and hold those violated accountable. who is holding the government accountable? the little guy is the one always get hurt in the process.

how can the judicial system be independent in cambodia when we still have the same dictatorship for the past decades?

The court system might be independent if cpp is no longer in control of cambodia. As long as the ruling party stay corrupted, the judicial system can't never be independent. Hun sen's fate must be exactly like kaddafi or cambodia can never experience a fair trial.
