PM Hun Sen Speaks of National Defense During His Visit to the King
AKP Phnom Penh, August 9, 2011 –Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen has said that the Royal Government of Cambodia has chosen to strengthen the border-defense capacity, especially the ongoing presence of security forces at all strategic points.
Samdech Techo Hun Sen was reporting to His Majesty Norodom Sihamoni, the King of Cambodia, while paying an audience to the King last Friday, according to the TVK, the state TV.
He further said that Cambodia would always exercise patience and take self-defense activities based on the concept of border defense. The Royal Cambodian Armed Forces (RCAF) would continue to improve the border defense strategies through flexible and controllable responsive measures, and are determined to develop the community along the border.
Apart from these, he further said, the Royal Government paid attention to sufficient equipment and support, including the testing of measures; the arrangement of the soldiers’ families to live along the border that require land allocation for building houses and other necessary infrastructures; the strict implementation of policy towards fallen combatants and war invalids; the participation in defending cultural heritages and national patrimonies and in maintaining public order.
Regarding maritime security, he pointed out that it was more important in the national security policy while the country is exploring the natural reserves, and the Royal Government considers the development of maritime security capability one of the priorities.
As far as counterterrorism and transnational crime are concerned, the premier said despite the fact, that Cambodia had not confronted with any serious terrorist threat, the government were prepared to counter the acts of terrorism with proactive rather than reactive strategy.
Since Cambodia’s counterterrorism capacity is limited due to the lack of necessary equipment and technical skills, the military cooperation between Cambodia and other friendly countries are a key factor to develop the military capability and resources so as to guarantee the security at home and in the region, he added.
Regarding capacity building, he said a number of trainings and exercises had been conducted to strengthen and expand the capacity to perform the national duty and to prepare the human resources for participation in regional and international missions, and in the UN-peacekeeping missions.
Apart from the national defense duty, RCAF have take part in the activities for social benefits, including crime prevention, provision of assistance to the victims of various cases, participation in non-military skill trainings, foreign language trainings and other training related to respect of laws and human rights.
RCAF technical teams have also taken part in building roads and bridges and cleared 180 anti-personnel mines, nearly 9,600 UXOs and a number of anti-tank mines on some 17 million square meters of land.
His Majesty King Norodom Sihamoni thanked Prime Minister Samdech Techo Hun Sen for having led the Royal Government’s delegation for the visit and report about the Royal Government’s efforts in the national development and defense.

It was a wake up called for Cambodian Govt not updating our Military. Thailand invaded Cambodian was really a surprise attack on Cambodian leaders...Our troops scramble, running around grabbing bow an errow to fight off our enemy at the doorstep! I blamed our Govt for careless, they alway think that everything solve by MOUTH in 21st century? If we don't do something about our military, there's will be another invasion from neighbors...Of course, we need high education to all cambodian throughout the country, economy!..But our Military Strengthen must be as well!! These two neighbours will not leave you alone if you are still careless and under estimate them!!!!!!
Spreading the development zones to the border area and invite international investment firms to take root there.They will help prevent the outsiders from wanting to invade the country.Khmer should have special policy toward the Thai and Viet firms.Land concession give to Vietnam must be located along Khmer/Thai border and vice versa Thai investment sites must be on the Khmer/Vietnam border.If they don't like it give it to China instead.
The infrastructure need to be strong and put in place. Khmers need to work hard and not spend much time in karaoke.
Sam Ransy shouldn't spend time loitering outside Cambodia,he should accept Vice Premier post and help build the country.Sam should learn from Chou Enlai who had Degree from abroad and had previous governmental job but willing to work for peasant Chairman Mao.Chou even got bump over by Lin Pao(who merely was defence minister but now became heir to Mao) but his real love for the country made Chou sweeter than bitter.Sam should read some eastern book!
