Thailand Foreign Minister Kasit Piromya (pictured) asserted that the presence of an Indonesian observation team could only be realized after Cambodia withdrew its troops from the disputed temple area.
“What we are asking is simple; all [Cambodian] soldiers should leave the [temple] area,” he told reporters on the sidelines of the ASEAN summit on Saturday.
He said that Thailand would still wait on bilateral meetings between the defense ministers of the two countries before replying to the letter from Indonesia concerning the “terms of reference” for the Indonesian observation team.
He said that Thailand had proposed the meeting of the two country’s defense ministers to settle the bilateral confrontation that has escalated over the last three months.
“Cambodia’s side refuses to come to the negotiation meeting. The problem is not us,” he said.

If Cambodia didn't take the case to ICJ in 1962, Thai probably still have troop station at Preas Vihear temple. Only ICJ who can demand Thai to pull the troop out.
It works the same way with Cambodian. If ICJ say that Cambodia need to pull the troop out, then Cambodia should comply with it. But Thai can't do that !!

It is nothing to do with Sam Rainsy it is to do with incompetent Hanoi installed leader Hun Sen and its associates.
The reason why Thai invade Cambodia,because Thai see that Cambodia is weak and Hanoi could grab land on the eastern border easily,so why can't Thai do the same.
The fact is that we are between Viet and Thai's big bites . Hanoi is winning a jackpot,because it is more sophisticated than Bankok,because it is a better predator.Hanoi use mechanism inside Cambodia,where Bangkok prefer a full force killing.
