The Thai government says parliamentary approval is no longer required for a set of border demarcation agreements with Cambodia, paving the way for talks that have been stalled since 2009 to move forward and earning cautious approval from Kingdom officials.
Thailand’s parliament voted 240-12 in favour of the move, the Bangkok Post reported yesterday.
The decision means that three agreements made in 2008 and 2009 at meetings of Thailand and Cambodia’s bilateral Joint Border Committee meetings no longer have to be approved by lawmakers.
Var Kimhong, Cambodia’s senior minister in charge of border affairs, tentatively welcomed the vote yesterday.
“If it is true that the agree minutes no longer need to pass the Thai parliament, then it is good,” said Var Kimhong, who also chairs the border committee meetings. “However, we have to wait and see.”
Koy Kuong, spokesman for the Ministry of Foreign Affairs, added that even thought the vote had been passed he was concerned about future setbacks.
“If they are willing to do it, we can proceed to work as agreed … but there might be another obstacle to cause the process to stall,” he said.
The vote came as a shake-up of Thai officials dealing with border affairs was reported.
The Nation, citing an unnamed source, reported that Thailand’s Minister of Natural Resources and Environment, Suwit Khunkitti, had resigned from his position as head of the Thai delegation to the bilateral and international negotiations over Preah Vihear Temple.
Current JBC chair Assada Chainam is set to replace him, the newspaper said.
However the Bangkok Post, quoting Foreign Minister Kasit Piromya, yesterday reported that Thai Prime Minister Abhisit Vejjajiva wanted Suwit to continue working as the government’s chief negotiator on temple issues.
The World Heritage Committee of UNESCO is scheduled to hold a meeting over management and conservation of Preah Vihear in Bahrain this June.
A May meeting at UNESCO headquarters in Paris will explore means of conserving the temple following deadly clashes between Thai and Cambodian troops in February near the 11th-century site.
Hang Soth, director general of the Preah Vihear National Authority, said that Cambodian officials, led by Deputy Prime Minister Sok An, were ready for the meetings regardless of any changes to the Thai delegation.

Bangkok Post is falsify the info this is a trick will calm Khmer down for while reality is they unanimously voted to push Khmer and Khmer troop out off Preah vihear area (240-12)69-9 no votes they approved for re-debate(29march) JBC,
Nothing is good news here. The Thais are playing games. If you read carefully you will realize that they recommend the pushing out of Cambodian troops and villagers from the area, which is a Cambodian territory. The other thing is, the Thais expect the demarcation line to be inside Khmer territory, if not more troubles, fighting are coming. One more thing is, when the demarcations need the Thai parliament approval, it will stuck at the parliament for another 3 years, like these 3 minutes/agreements. Shame on Thais, they are playing games and they are very dishonest people.
More fighting is inevitable that why they boost theirs military spending if you understand Thai language in-dept you know what they talking bangkok post beating around the bush not go to the detail the debate very heated prompted Kasit to withdrawn next JBC debates they only re-debate (29 march) JBC and Voted (240-12) 69 - 9 no votes the issue is very complicated if somebody approved the MOU might be eligible for criminals act later on (traitors). so why they need the court approval first to protect their ass.
PM HUN SEN is worrying about his PM chair than PREAH VIHEAR temple he should go for broke he should set his priority on the issue it is a good time now than never Thai used cluster bombs Thai delay on JBC why he use this opportunity to utilize for our advantage to show UNSC that ASEAN is a bullshit .

Thai look down on us because we almost got nothing to fight back. only a few old guns and braves soldiers.
The longer Khmer got problems the more we learn how to deal with situations. Our military will improve more (no more Flip Flap but boots now) and our self image will improve too. The world will watch the Great Khmer Empire on big silver screen soon. The European lived in cold climate had to solve lots of problems than we lived in the well temperate tropical area and they tend to get smarter than we are.
We might get smarter soon to kick thai asses and bring back our long loss lands from them.
The Thai generals are quite happy they make a lot of money out from the stand off they can ask for all kind of assistant from the gov they make the bunkers for the villager cost billion baht one soldier get 450 baht bonus a day only a quarter of the assistant money been spend and 3 quarters for theirs pockets.
We were in bangkok at the time this debates took place me and my wife live in Thailand for 25 years , after watching the news my wife shouted " bullshit and shut up your land since when?" those Thai politicians are all the same they won't let go easily it like the convicted criminals that contest theirs innocents they have nothing to loose they have something to gain just in case Khmer give up.
