The dispute over Preah Vihear temple between Cambodia and Thailand has confused foreign media and international community as to which country really own the temple and the surrounding lands.

Cambodia has asserted ownership since the Franco-Siamese Treaty in 1907 based on the map drawn by the Franco-Siamese Commission in 1908 and accepted by Siam (Thailand) at that time. The International Court of Justice (ICJ) in The Hague in 1962 has used the 1908 map to reach its verdict which adjudicated that the temple and its vicinity was situated under the sovereignty of Cambodia.

The International Conference of Asian Political Parties (ICAPP) was the latest organisation to recognise Cambodian sovereignty over the temple and its vicinity. At the conclusion of its conference in Siem Reap, Cambodia from 2-3 December 2010, ICAPP has issued a joint statement reaffirming the 1962 verdict of ICJ which judged that "Preah Vihear temple is undeniably situated under the sovereignty of Cambodia".

The permanent members of ICAPP have also called on the international community to provide urgent assistance to repair, conserve and protect the Preah Vihear temple.
