Deputy Prime Minister and Minister of Interior Sar Kheng (pictured) seem powerless after local authority had ignored his letter of order for them to stop Hoy Heang Import-Export Co., from importing ice from Vietnam after Cambodian ice-makers from six districts in Takeo province had sought his intervention.
Mr. Sar Kheng's letter dated 22nd October had instructed provincial and district officials to stop Hoy Heang Import-Export Co., from importing ice from Vietnam, but as of today the company still continue its importation.
The 18 ice-makers from the six districts said Takeo provincial governor had looked down on Mr. Sar Kheng's letter by allowing the company to continue importing ice from Vietnam. However, Takeo's governor, Mr. Srey Ben, who had issued a permit for Hoy Heang Import-Export Co,. to import ice from Vietnam, told Kampuchea Thmey that he did not look down on the Deputy Prime Minister's letter, but he was powerless to stop the company because it had an official licence to trade from the Ministry of Commerce. "My letter of permit was just an agreement in principle, but if the Ministry of Interior had issued a letter of annulment, my letter will be worthless because my letter has no validity to permit import or export", he said.
The 18 ice-makers from the six districts had called on the governor to stop the illegal importation of ice from Vietnam. Otherwise, local ice-makers will go bankrupt.
Minister of Industry Suy Sem had also issued a letter on 8th November instructing local officials to stop the illegal importation of ice from neighbouring countries because they had low quality. Furthermore, the ban of ice importation is also aimed at protecting local ice industry.
