Opposition leader Sam Rainsy said he will lodge criminal lawsuits against Prime Minister Hun Sen in several European countries for allegedly masterminding the 1997 grenade attack which killed 19 people and wounded other 190 people, including himself and a U.S citizen, Mr. Ron Abney.
He said during a video conference today (pictured) from Finland that besides lodging a criminal lawsuit against Mr. Hun Sen in a U.S court in New York on 24th September, he will lodge more criminal lawsuits against him in several European countries, but refused to specify which countries he plans to lodge the lawsuits because he wanted Mr. Hun Sen to be caught by surprise. "So that Mr. Hun Sen will be trembling with fears one more time. I wish to tell you that there are a number of countries like Spain, Belgium and The Netherlands (and) now I am going to lodge a lawsuit in The Netherlands as well. I will not tell (which country) because I wanted Mr. Hun Sen to be caught by surprise. I wanted to see Mr. Hun Sen in handcuffs, that's why I will lodge complaints everywhere", he said.
Mr. Phay Siphan, spokesman for the Council of Ministers, said Mr. Sam Rainsy's lawsuits are just meaningless insults to poison people's mind. He said lawsuits outside of Cambodia has no validity to judge the Cambodian leader who was democratically elected by the people. "They are just messages to tell the people that he is using a personal mean for his recalcitrant character to fight back (and) insult Samdech Dejo (Hun Sen). Those courts have no jurisdiction over Samdech Hun Sen who is a top leader of Cambodia", he said.
However, Mr. Sam Rainsy said that the U.S FBI had investigated the 1997 grenade attack and had found out who was the mastermind that attack and it is continuing to investigate the case further. "For the (1997) grenade attack in front of the parliament, the U.S FBI police did not conclude that Mr. Hun Sen was 100% behind the attack, but they are 100% sure that it was Mr. Hun Sen's bodyguards, including Gen. Hing Bunheang and Gen. Huy Pisith and that investigation found out that they received orders from Mr. Hun Sen (to carry out that attack)", he said.
Mr. Sam Rainsy said his lawsuits against Mr. Hun Sen is not for his personal benefits and a bargaining chip for his return to Cambodia or used as a mean to exonerate himself from all lawsuits against him in Cambodia, but he said that he wanted to liberate Cambodia from dictatorship as wished for by the people of Cambodia.
Mr. Sam Rainsy had lodged a criminal lawsuit against Mr. Hun Sen in the New York court on 24th September and said he had planned to lodge another lawsuit against him in the Spanish court in the near future.
A week ago, Indonesian President Susilo Bambang Yudhoyona had cancelled a state visit to The Netherlands for fears of being arrested for war crimes after learning that an Indonesian ethnic separatist group, the Republic of South Moluccas (RMS), had lodged a criminal lawsuit against him in the International criminal Court in The Hague.

I hope Mr. Sam Rainsy is true to his words and will not write a letter of "regret" in exchange for a safe return to Cambodia like in 2005. I doubt that Rainsy's lawsuits have any validity and legal force at all. However, if the lawsuits are to have any chances of success at all, victims of the 1997 grenade who had escaped to live in many European countries and the U.S must personally file criminal lawsuits against Mr. Hun Sen. If Rainsy filed the suits on their behalf, I don't think the courts will pay too much attention at those lawsuits at all.
I doubt this person above just wake up from the sleep (why) because he did not even see the complaints file on behalf of victims' consents and himself also the victim. Have UN taken any complaints from the KRs' victims- that was just the history. Mr. S has explained the regret- not on the wrong pointing, but to act as the tribunal, which was why he regreted.
