Sokimex Co., owned by Oknha Sok Kong, plans to confiscate 21 hectares of land in Prek Pra commune in Phnom Penh's Meanchey district owned by 13 families, including Prime Minister Hun Sen's sister, brother-in-law and many senior government officials.
A directive issued by the Council of Ministers ordered the confiscation of the 21 hectares from 13 families in Prek Pra commune to give to Oknha Sok Kong's Sokimex Co., to develop the site. Residents of Prek Pra said among the 13 families who owned the land or who lived there, there are some farmers as well as senior government officials, including Mr. Kry Touch, a senior Interior Ministry police officer who is also the older brother of Madame Bun Rany Hun Sen, the wife of Prime Minister Hun Sen, Mrs. Hun Bunthoeun who is the younger sister of Prime Minister Hun Sen and the wife of the Minister of Justice Mr. Ang Vong Wattana.
Many farmers said they had the title deeds since 2000 after they had lived on the lands since 1986 when they bought it from another person named Em Hoeun. However, Oknha Sok Kong claimed that he had bought the land from another man named Keo Leng in 2004.
An affected farmer said if the land is confiscated, he will have nothing to feed his family. "Oknha Sok Kong has unlawfully violated our land. This means that I will have nothing to feed my family. I don't know where I can go in the future. So I wanted the government to resolve this issue for me and re-examine Sok Kong's documents again", he said.
According to a directive dated 6th August signed on behalf of Council of Ministers Sok An by Mr. Seng Loum Nov, Secretary of State of the Council of Ministers and obtained by RFA, stated that the 7 hectares of land in the nearby Nirodh commune and the 21 hectares of land in Prek Pra commune have been legally given to Oknha Sok Kong for developments. The directive also stated that all documents and title deeds of the said land obtained after 1992 will be invalid.
At the time of this article going to press, Oknha Sok Kong was unable to be reached for comments.
