Govt. spends $20 million to conduct census of civil servants

The government will spend $20 million to conduct a census of the civil servants, starting from 6th April in order to improve the effectiveness and to strengthen the control over civil servants and their work performances, report Radio France Internationale.

Since the first national election in 1993, Cambodia had conducted census and review of the lists of civil servants twice- once in 1995 and the second time was in 1999-2001. In the first review, 17,685 "ghost workers" had been deleted from the government's payrolls. And the second time 9,814 had been deleted.

Deputy Prime Minister Sok An (pictured) said the review and the removals of "ghost workers" had saved the government millions of dollars annually. He said currently, Cambodia had 176,839 people employed in the public service, 60,182 of them are women. Each civil servant are earning an average salary of $81.40 per month.

Mr. Rong Chhun, president of the Cambodian Independent Teachers Association, welcome the government's measures saying that all most of the government ministries and departments have employed "ghost staff". He noted that many ministries and departments have many staff on the payrolls, but the number of actual staff turning for work everyday are much lower than listed in the payrolls.

On 24th March, Deum Ampil reported that on 12th March the government had removed 27,499 "ghost workers" from the government's payrolls.
