Government removed over 20,000 ghost civil servants from salary lists

The government has removed 20,000 ghost civil servants from the salary lists in an attempt to clean up the corruption and to save money in the bloated bureaucracy, reports Deum Ampil.

Since 1995, the government had cleaned up its salary lists three times with 17,685 ghost civil servants' name being deleted from the payrolls. From 1999-2001, 9,814 ghost civil servants' names were removed from the payrolls and on 12th March 2010, 27,499 civil servants' names had been deleted from the government's payrolls.

On 17th March, Prime Minister Hun Sen has publicly complained that government officials had abused their allowances and perks and that too much money had been spent on ghost civil servants and had ordered every government to cut staff numbers.

Mr. Rong Chhun (pictured), President of the Cambodian Independent Teachers Association, said while he welcomes the government's measures to stamp out corrupt practices, he urges the government to do thorough research and investigations first before cutting staff numbers from any particular departments in order to ensure work efficiency, job security and social justice for government employees.

He said after the government directive had been issued, 20,000 of the 40,000 contracted teachers had been removed from their positions, causing overcrowding in the classrooms which greatly affecting the teachers and students' performances.

Due to corrupt practices, many government departments had maintained high numbers of ghost staff, those employees whose names were on the payrolls but never turned up for work. The salary of these ghost staff are often pocketed by corrupt directors of each department.
