Two senior police officers freed after arrested for rape

Two senior Meanchey district police officers arrested for the rape of a 19 year-old girl were freed after agreeing to pay the girl 500,000 riels ($125) each, reports Deum Ampil.

Capt. Oung Dara, chief of Intervention Department, and his deputy Mr. Kann Narith had been accused of brutally and repeatedly raping 19 year-old H.C.T in a room at a karaoke bar on the night of 30th October in Phnom Penh's Meanchey district.

According to eyewitness accounts, the girl was raped by the two police officers in the karaoke room when she went into the room alone to collect dirty plates left by patrons. The two police officers followed her and Capt. Oung Dara grabbed her from behind, tackled her to the floor and both of them repeatedly raped her on the couch.

Sources said that the girl is not a karaoke bar girl, she was just visiting her sister and to enjoy the Water Festival in Phnom Penh.

The two officers were arrested but were released after "many people" intervened on their behalf and after they each agreed to pay $125 compensation to the victim.

Human rights as well as court officials said that this is a criminal offence, not a civil offence, therefore the culprits must be brought to court, even if the victim did not lodge or withdrew her complaints.

Why doesn't anyone put those 2 culprits in jail....

Yes, they belong in jail. The culture of impunity in Cambodia allows these two to roam free and will definitely rape again. They must be tried and jailed and sacked from their job.
