Kem Sokha complaining of not being given opportunity to speak in parliament

Mr. Kem Sokha (pictured), leader of the minor Human Right Party which has only three seats in the parliament, has complained that a small party like his has not been given an opportunity to voice their opinion in the parliament because of the parliamentary Internal Regulations that were designed to favour major parties.

Speaking on VOA Live interview, he expressed his concerns about the deterioration of democracy and human right issues in Cambodia due to a surge in government taking legal actions against opposition MPs and journalists.

He also criticised parliamentary internal regulations which only allow parties with more than 10 MPs to speak in parliament. As a result of the regulations, his party has to form a bloc of 10 MPs with the Sam Rainsy Party. He complained that his party has not been given an opportunity to speak in the parliament for more than a year already.

However, Mr. Kem Sokha's complaint has been rejected by Mr. Cheam Yeap, an MP from the governing Cambodian People's Party (CPP) which controls 90 out of the 123 parliamentary seats. He said the parliament under the leadership of Mr. Heng Samrin, also from the ruling CPP, has given equal opportunity to all parties and MPs who formed a bloc of 10 MPs.
