The National Election Committee (NEC) has lodged a lawsuit in the Phnom Penh First Court to implement the decision of the Constitutional Council which fined Mr. Sam Rainsy (pictured), president of the Sam Rainsy Party, 10 million Riels ($US2,500).
Mr. Sam Rainsy has again faced the court because he defied the ruling of the Constitutional Council by refusing to pay the fines from charges that he insulted the leaders of the Cambodian People's Party during the 2008 election campaigns.
At the same time as repeatedly refusing to pay the 10 million Riels fines, Mr. Sam Rainsy has also threatened to sue the NEC (for electoral fraud). Mr. Tep Nytha, Secretary-General of NEC, has appointed two NEC officials to represent the NEC in court. He said that during the last election campaigns, 8 people, including Mr. Sam Rainsy, have been fined for violating electoral laws. But he added that among the 8 people fined, only Mr. Sam Rainsy has not paid the fines yet.
