តើលោក ហ៊ុន សែន នឹងយល់ព្រមចុះចេញពីដំណែងឬទេ?


មានអ្នកវិភាគនយោបាយជនជាតិបរទេសដ៏ល្បីល្បាញមួយរូបឈ្មោះ David Chandler បានទស្សន៍ទាយថា លោក ហ៊ុន សែន នឹងមិនអនុញ្ញាតិឲ្យមានការបោះឆ្នោតត្រឹមត្រូវទេ នៅឆ្នាំ ២០១៧ និង ២០១៨ ខាងមុខនេះទេ ហើយទោះជាយ៉ាងណាក៏ដោយ លោក ហ៊ុន សែន ច្បាស់ជាមិនសុខចិត្តចុះចេញពីតំណែងឡើយ។ កាសែតខេមបូឌាដេលី (Cambodia Daily) បានសុំការអត្ថាធិប្បាយពីខ្ញុំ ចំពោះការទស្សន៍ទាយនេះ ហើយបានចុះផ្សាយយោបល់របស់ខ្ញុំ កាលពីថ្ងៃ ១៨ ឧសភា ២០១៦ ដូចតទៅ ៖

"យើងមិនអាចទស្សន៍ទាយពីអនាគត ដោយគ្រាន់តែផ្អែកលើអតីតកាលប៉ុណ្ណោះឡើយ។ ថ្មីៗនេះ បរិបទនយោបាយនៅប្រទេសកម្ពុជា មានការប្រែប្រួលយ៉ាងខ្លាំង ហើយលោក ហ៊ុន សែន ដែលក្រាញអំណាចបានយូរក្នុងអតីតកាល កំពុងតែប្រឈមមុខនូវបរិបទនយោបាយថ្មីមួយ ខុសប្លែកពីមុនឆ្ងាយណាស់ ដែលនឹងនាំមកនូវការផ្លាស់ប្តូរអ្នកដឹកនាំប្រទេសជាពុំខាន់។

កិច្ចការនយោបាយមិនមែនជារឿងគ្រូទាយទេ។ គ្រូទាយ គឺទាយពីស្ថានការណ៍មួយក្នុងអនាគត ដូចជាព្រហ្មលិខិត ដែលគ្មាននរណាអាចកែប្រែបាន។ ទោះជាខិតខំកែប្រែយ៉ាងណាក៏ដោយ ក៏មិនអាចគេចផុតពីស្ថានការណ៍បែបនោះឡើយ។ តែតាមការពិត កិច្ចការនយោបាយ ជាដំណើរការមួយ ដែលអាចប្រែប្រួលគ្រប់ពេលវេលា អាស្រ័យលើទង្វើទៅវិញទៅមក នៃអ្នកចូលរួមក្នុងដំណើរការនោះ។ ការមើលឃើញបែបនេះ មានន័យថា អនាគតរបស់យើងម្នាក់ៗ គឺអាស្រ័យតែលើខ្លួនយើងតែប៉ុណ្ណោះ។ ដោយប្រើប្រាជ្ញារបស់យើង ហើយដោយប្រមែប្រមូលមធ្យោបាយសមស្រប យើងអាចកែច្នៃកត្តាទាំងឡាយ ដែលនាំមកនូវព្រឹត្តិការណ៍ ដែលកើតឡើងជាបន្តបន្ទាប់។ ក្នុងចំណោមកត្តាទាំងនោះ មាន ចំណេះដឹង ការគិតពិចារណា ការប្រុងប្រយ័ត្ន និងការត្រៀមខ្លួន។



ការមើលឃើញបែបនេះ ក៏អនុវត្តចំពោះដំណើរការបោះឆ្នោត នៅប្រទេសកម្ពុជាសព្វថ្ងៃដែរ។ សេណារ៉េយ៉ូ (scenario) ដ៏អាក្រក់បំផុត នៅឆ្នាំ ២០១៧ និង ២០១៨ គឺពេលណាសហគមន៍អន្តរជាតិ នៅតែយល់ច្រឡំអំពីលទ្ធិប្រជាធិបតេយ្យក្លែងក្លាយនៅប្រទេសកម្ពុជា ហើយនៅតែផ្តល់ភាពស្របច្បាប់ឲ្យទៅរបបលោក ហ៊ុន សែន ដោយចាញ់ការឃោសនារបស់គណបក្សកាន់អំណាចសព្វថ្ងៃ។ ទន្ទឹមនេះ ក្នុងសេណារ៉េយ៉ូ ដ៏អាក្រក់បំផុតនេះ ប្រជាពលរដ្ឋម្នាក់ៗនឹងភ្ញាក់ផ្អើលហើយខកចិត្ត ដោយសារតែ គ.ជ.ប. ថ្មី នៅតែស្ថិតក្រោមឥទ្ធិពលគណបក្សប្រជាជនកម្ពុជា ហើយនៅតែបំភ្លៃឆន្ទៈប្រជារាស្ត្រខ្មែរ ដែលចង់ឲ្យមានការផ្លាស់ប្តូរ។ ការវិវត្តន៍បែបនេះ ធ្វើឲ្យការទស្សន៍ទាយរបស់លោក David Chandler ក្លាយទៅជាការពិត មានន័យថាការបោះឆ្នោតត្រឹមត្រូវ មិនអាចធ្វើទៅរួចទេ នៅប្រទេសកម្ពុជា ហើយការផ្ទេរអំណាចតាមបែបបទប្រជាធិបតេយ្យ ក៏មិនអាចធ្វើទៅរួចដែរ ដរាបណាលោក ហ៊ុន សែន នៅមានជីវិត។

តែហានិភ័យទាំងឡាយ ដូចមានរៀបរាប់ខាងលើនេះ ដែលអាចនាំមកនូវសេណារ៉េយ៉ូដ៏អាក្រក់បំផុតនេះ ត្រូវបានលាតត្រដាងហើយ។ ទន្ទឹមនឹងការវិភាគអំពីហានិភ័យទាំងនេះ ក៏មានការរៀបចំផែនការ និងគម្រោង ដើម្បីទប់ស្កាត់ ឬបញ្ជៀសហានិភ័យទាំងនោះ។ ផែនការ និងគម្រោងទាំងនោះ នឹងជួយឲ្យយើងគេចផុតពីសេណារ៉េយ៉ូ ដ៏អាក្រក់បំផុតនេះ គឺធ្វើយ៉ាងដូចម្តេច មិនឲ្យការទស្សន៍ទាយរបស់លោក David Chandler ក្លាយទៅជាការពិតឡើយ។ "

The following is my comment to historian David Chandler’s prediction that the elections scheduled in Cambodia for 2017 and 2018 will be manipulated again and that Prime Minister Hun Sen will never accept to step down in any case (The Cambodia Daily, 18 May 2016).

"The past should not be taken to predict Cambodia’s future because the political landscape Hun Sen must now contend with is vastly different from the one he has negotiated so well in the past.

Politics is not fortune telling where fate is seen as a static situation at one point of time in the future that is pre-determined and cannot be changed whatever you do or try to do before that happens. Politics is in fact a dynamic and interactive process where people are actually their fortune makers in that they can – yes they can – intelligently and effectively act on the objective factors that determine the course of events. Among those factors are knowledge, awareness and preparedness.

This applies to the on-going election process in Cambodia. The worst scenario in 2017 and 2018 would be the one with the international community being misled again by the (crumbling) façade of democracy in Phnom Penh and continuing to unduly confer legitimacy to the CPP regime while citizens in Cambodia are caught by surprise with the new (but still-CPP-controlled) NEC succeeding again in manipulating the elections in a way to completely reverse the will of the Cambodian people who aspire for a regime change, thus making David Chandler’s prediction come true and making people conclude that true elections with a democratic transfer of power are not possible in Cambodia as long as Hun Sen is alive.

But the very fact that the risks associated with that worst scenario are now being exposed and analysed – with relevant plans being devised and implemented to counter them – is helping reduce and possibly suppress the likelihood of that worst scenario materializing."
