Nobody in the right mind would bring high-tech investment into Cambodia, where the country is:
1. having violent and murderous minds such as the Khmer displaying here.
2. extremely low passing grade, mostly violent cheaters such that the police with guns had to guard the exam rooms.

_ First: people don't wonder nonsense like Khmer folks do. Vietnam is not evil.
_ Second: Vietnamese can do what ever it wants to Khmer because Vietnamese have been winning many prestigious world competitions in Chess and academics. Further more, Vietnamese forums do not have any incitement for war or chopping up other races. Vietnamese race appears to be very peaceful while the Khmer race appears to be murderous.
So, if Vietnamese roll in their army again to crush the Khmer, the world will be fine with it. It is Vietnamese's right to rule the Khmer.

Let's compare the Vietnamese and the Khmer.
1. Vietnamese are 10 times smarter than the Khmer. Vietnamese win International competitions in Chess, Academic while the Khmer always ranked bottom and then quit. Khmer could not even pass their own national exam.
2. Vietnamese are peaceful and nice. On Vietnamese forum, you will never read any Vietnamese comments calling for killing, chopping other races. Khmer are violent, barbaric, and
