Experts See Cause for Concern in Cambodia-China Relationship

WASHINGTON DC—Cambodia’s close relationship to China should be a concern for both the United States and for Asean neighbors, international experts say.
China is a major donor and investor in Cambodia, as it is for many poor countries in the region, expanding its influence in recent years.
But that relationship could become problematic for the US and Southeast Asian nations, according to experts who spoke recently at George Washington University.
The most prominent example of these troubles was Asean’s failure to reach a simple agreement over the South China Sea issue when Cambodia was the chair of Asean, experts say. For the first time in its history, Asean was not able to issue a joint communiqué following meetings in Phnom Penh, which some say was caused by Cambodia’s backing of Chinese interests.
“All China asks from Cambodia is support of core Chinese policy concerns,” said Pek Koong Heng, who heads the Asean Studies Center at American University. China wants a one-China policy, the exclusion of Taiwan from politics, a ban on hosting the Dalai Lama, a ban on the practitioners of Falun Gong and an eye kept on Uyghur Muslim minorities, she said.
China has provided Cambodia with up to $1 billion in aid, including military aid, and is its largest foreign direct investor, working in hydropower projects, mines and land concessions, she said. “Cambodia is a Chinese de facto proxy within Asean, and China is Cambodia’s top investor, top aid provider, top donor for large infrastructural projects, top trade partner.”
Murray Hiebert, chair of Southeast Asian studies at the Center for Strategic and International Studies, said Chinese investment, especially land concessions, is a major problem for Cambodia.
“There have been a lot of forced evictions sparking a lot of social unrest,” he said. “Thousands of people lost their lands to companies close to the [ruling] party, close to the military, close to Hun Sen, that are being used for plantations, sugar, rubber, doing some mining. So, there are a lot of confrontations between farmers who lost their lands and the government.”
Some US companies meanwhile don’t invest in Cambodia, he said, and the country faces ongoing macro-economic problems with rule of law, corruption, a weak transportation system, a lack of skilled labor and a weak education system.
The US’s diplomatic shift toward Asean has been troubled by Chinese pressure on Cambodia, especially in regards to human rights and democracy, observers said.
Marvin Ott, a visiting scholar for Southeast Asia studies at Johns Hopkins School of Advanced International Studies, said even the Khmer Rouge tribunal shows Chinese influence. Its scope was not broadened to include China’s role in the rise of the Khmer Rouge.
“China does not want the Khmer Rouge period given much recollection because China was deeply implicated and associated with the Khmer Rouge leadership,” he said. Prime Minster Hun Sen’s reputation was diminished internationally because of this, Ott said.

We all knew how terrible the Khmer Rouges were and yet, China was trying to protect Khmer Rouges from Vietnam. When Vietnam toppled the Khmer Rouges to save the Cambodian people, China attacked Vietnam to rescue Khmer Rouges. And when that rescue was failed, China continued to support Khmer Rouges trying to bring them back to power in Cambodia.

That's what I know when I read history.

China want to take advantage of Cambodia as it has been done the same way in Myanmar. I don't expect a day of flood of Chinese-made goods and Chinese-owned casino in Cambodia. Being friend with Japan and US could help us become other Tiger economy like other ASEAN members.

There is no other known race who would write such killing, murdering of another race, only Khmer race does. What does it tell the world about the Khmer race?

I am a very sharp person. I once notice the true North Vietnamese referring themselves as "Ha Noi". Only the foreigner would write "Hanoi".

P.S. You folks should go to the China Topix. For a while, they thought I was an Indian, then Vietnamese, Japanese, German, Taiwanese. They agreed that I knew more about Chinese culture and China than most of them, if not all. Eventually, they accept the fact that I do have the lineage from the Chinese "Kong".

I was born very poor. In my early teen, I used to sell lottery tickets on the street. Let me tall you what a lottery ticket sellers would know. When you sell the tickets, you tear off the tickets, but you keep the ledger. The ledger contains the print-seal which would match with the tear-off tickets to allow the matching later. If you lose the ledger, you lose your money. Ledgers were collected to be used to verify against winning claim-tickets.

I look at the video clips on Youtube, most Cambodian kids in Phnom Penh are probably better off then I was when I was a teen. There was time I wore clothes with patches of different color from a different clothes to mend up tear and wear. Other times, I strapped car tires under my feet as shoes.

I once were punished severely over a disputes of food worth less then 10 cents of a US dollar. Other time, I was locked out of the house because I missed a few killow of noodle from the market. It was horrible.

I think being poor made me work harder, and become smarter. My genetics were superior, they will kick in to increase my competitiveness.

Let me be more clear about the lottery ledgers. Say, you want to sell 100 lottery tickets, each for a buck. You pay the lottery ticket center for 90 bucks for a bundle of 100 tickets. You sell all 100 tickets, you make a profit of 10 bucks (100 = 90). Now, you keep the ledger which of tore off the tickets from. You return the ledger for another 10 bucks. So, your total profit for the work will be 20 bucks.

I used to pick fruits on the farm and work on the labor team. Would you folks want me to describe my work when I was poor?

I can also describe my work in the super computer at a research center for the US government too.

You see, after I rose out of poverty, I never forget the poors. I always wish everyone escape poverty like me. And I am very upset to see you Khmers are creating fights, disturbance to drive away jobs for the other poors.

You just want to recreate your Khmer empire this, empire that and contest for more lands. You don't care about the other poors in Cambodia who really need jobs, peace and stability. You are evil.

Sometime I daydream to lead an army of the poors in Phnom Penh and charge into the group of protesters who are flaunting the fancy smart phone. I want to confiscate all of those and sell them for money to feed the poor.

You want to protests, make sure you don't drive jobs away and harm the poors.

Vietnamese and Chinese is the same, we should be one country, we have no racial, cultural, civilizational differences, if you want to said the language is different, then Cantonese is different too compare with the so called "Chinese", if you want to said the race is different, then Miao is not Chinese, the fact is during a long historical time, Chinese and Vietnamese didn't really aware that they're different, all this China invaded Vietnam, or the so called "Vietnam culture" is derive from "Chinese culture" idea is base on a very narrow concept derive from the recent history, if you think of China as Romain empire, then Vietnam is like a colony of Romain empire which the population there is almost all coming from China, when Vietnam said that China have "invaded" Vietnam, it's like Australian said British have "invaded" Australia, it make no sense, because they themselves are all British descendent, unless they think they're invaded by their own ancestor, and when China said discriminate Vietnamese culture, it also makes no sense, because it's like French discriminate Quebec culture, how can you discriminate you own culture? Vietnamese is not local South east asian, the real local there is Malaysian minority, the majority of Vietnamese now are the descendent of the Chinese "invader" who "invaded" Vietnam a thousand years ago, just look at the mirror, what's the different between you and us? if I walk on Vietnamese street without talking, no one will know I'm not Vietnamese, the idea that China and Vietnam is two separate civilization is a very recent idea created by the nationalism idea imported from the west, and people try to "reinterpreted history" as if that is true, but if you check Vietnamese history, half of it is so called "Chinese occupation", that's just ridiculous, if you can write a history like that, then I can do that within current Chinese border too, if I reinterpret North East China, South China, West China's history, half of them will be "Chinese occupation" too. it's simply illogical, China is not a national concept for most of the history, it's rather an culture idea which involve a long mixing process of different territory, and not a single history can claim they represent the whole Chinese civilization, because they all are influence by each other, and that include Vietnam. the fact is Viet-nam is already a Chinese name nam means South Viet is the name of an ethic group originated from the current Southern China. and that explain a lot the deep link between us, so the stupidest thing for Vietnam and China to do is killing each other, and even discriminate each other, we should be united and cooperate with each other, given that we actually share the same ancestor.
Come on Vietnam let join together and be in one big family like in the past.
