they did same thing in the US too ; some cities are now making it illegal to feed the homeless -- punishment with heavy fines and a few days in jail . when the olimpic games came to utah state many years ago city official there rounded up the homeless so tourists could not see them and gave the homeless some money and a one -way bus ticket from utah to las vegas nevada... the mayor of las vegas was furious....and most city officials are still doing it , shipping the unwanted poor homeless from one place to another.... so it is not just in cambodia... you can google search for those reports by the news if you think i made things up.
