CCHR Media Alert - CCHR to hold a Press Conference on 16 May 2014 regarding Cambodia’s three draft laws on reforming the judiciary

CCHR MEDIA ALERT – Phnom Penh, 15 May 2014

CCHR to hold a Press Conference on 16 May 2014 regarding Cambodia’s three draft laws on reforming the judiciary

In advance of the National Assembly’s scheduled plenary session on 20 May 2014 to debate three controversial draft laws on judicial reform, theCambodian Center for Human Rights (“CCHR”) will hold a Press Conference in Phnom Penh on 16 May 2014 to present and discuss CCHR’s analysis of these three draft laws.

The three draft laws – the Law on the Organization of the Courts and Prosecutions, the Law on the Supreme Council of Magistracy, and the Law on the Statute of Judges – have been widely criticized for including provisions which could significantly undermine judicial independence and allow the Executive to influence the judiciary. The National Assembly session scheduled for 20 May will be the third plenary session held since the July 2013 national elections, despite the absence of the 55 elected Members of Parliament from the Cambodian National Rescue Party (“CNRP”) who continue to boycott the National Assembly.

During the Press Conference, CCHR Trial Monitoring Project Coordinator Duch Piseth will present CCHR’s analysis of the three draft laws, highlighting CCHR’s concerns with the draft laws in light of key international fair trial rights standards. Dr. Lao Mong Hay will also speak at the Press Conference and offer his views on the draft laws.
