Cambodian opposition chief says no pact with ruling party this Friday


PHNOM PENH, April 10 (Xinhua) -- Cambodia's main opposition party leader Sam Rainsy (pictured) said Thursday that no agreement would be signed with the Prime Minister Hun Sen's ruling Cambodian People's Party (CPP) on Friday.
"Up to this hour, the two parties have not totally agreed on the draft agreement, we've just achieved about 80 percent of the draft agreement," Sam Rainsy, president of the opposition Cambodia National Rescue Party (CNRP), told a press conference Thursday afternoon.
"We need to further negotiate," he said. "The sticking point is the date for a reelection."
His remarks came after local media reported that Sam Rainsy and Prime Minister Hun Sen made a tentative plan on Wednesday to appear before King Norodom Sihamoni on Friday to sign a deal ending the CNRP's boycott of its 55 National Assembly seats.
Sam Rainsy said the two parties will probably hold a top-level meeting in the Royal Palace in the fourth week of this month when CNRP's Vice-President Kem Sokha returns from a mission in the United States.
He said for CNRP, any top-level decision or agreement requires a consensus from Kem Sokha.
Sam Rainsy said that on Friday, he would travel to meet party supporters in Kampong Speu Province in the morning and in Siem Reap Province in the afternoon.
Prime Minister Hun Sen said Thursday that he held a telephone conversation with Sam Rainsy on Wednesday morning over the current political dispute.
He said the talk mainly focused on an electoral reform and a date for a general election.
"We verbally agreed to determine February 2018 for a general election, meaning that the election will be held in five months earlier than the planned July 2018," the premier said during a graduation ceremony for about 1,800 students at the Human Resources University.
However, CNRP's Vice-President Kem Sokha later disagreed with the agreement, according to Hun Sen.
"If the two parties cannot reach an agreement to end the current political dispute, Kem Sokha will be the only person to be blamed for the failure," the premier said.
During a parliamentary election in July last year, the Prime Minister Hun Sen's ruling CPP won 68 seats against 55 seats for the CNRP.
Claiming irregularities during the poll, the CNRP has boycotted parliament since September last year to demand an electoral reform and an early election.

Cambodian parties 'near deal' to end stalemate

(AFP) - Cambodia's opposition leader said Thursday that he was close to reaching a deal with long-ruling Prime Minister Hun Sen to end a boycott of parliament over fiercely disputed elections.
Cambodia National Rescue Party (CNRP) head Sam Rainsy said nearly all the differences with the ruling Cambodian People's Party (CPP) had been resolved during talks in recent days.
But they have yet to agree on the date of the next election, after Hun Sen offered new polls in February 2018, just five months earlier than scheduled.
Rainsy said his party wanted the election to be held at least one year earlier.
"But we have moved forward. We have agreed on several points, important points," Rainsy said at a news conference.
"I think the remaining point will be resolved in the near future. It is a matter of days or at most weeks. So I remain cautiously optimistic," he said.
Rainsy said Hun Sen had agreed to reform the national election body, which has been accused of bias in favour of the ruling party.
The opposition's request for its own television and radio stations was also discussed although it was unclear whether the ruling party had fully agreed to the demand.
In a speech, Hun Sen also voiced optimism that an agreement was close, suggesting a deal could even be signed on Friday -- a suggestion downplayed by Rainsy.
On Monday the premier had threatened Rainsy with legal action over a letter to King Norodom Sihamoni that appeared to rebuke the monarch for endorsing parliament despite the row.
That was seen as an attempt to press Rainsy into ending the boycott of parliament.
The July elections returned Hun Sen to power but are hotly disputed due to allegations of massive vote-rigging.
Rainsy has unsuccessfully demanded an independent probe into the vote but Hun Sen has been unswayed despite a series of opposition street protests.
The strongman premier faces mounting criticism by rights groups over a series of crackdowns on demonstrations intended to challenge his nearly three-decade rule.
In January at least four civilians were killed when police opened fire on striking garment factory workers.

all opposition supporters have to be pay attention with sam raingsy he is not smart some kinds he may agreement that we don't want just 1 phone about couple hours and he said he got about 80 percents almost done it so easy with hun sen like eat a banana every believe that ? you hun sen and sam raingsy so weak .

What were you talking about you Samrainsy?

People want to talk about re- election tern number 5, we do not want to talk about other election term. Do re election for Term 5 first and term 5 has to be held at February 2015 which give 12 months for NEC to reform and other term 6 should be February 2020.

What was wrong with you Samrainsy, are you desperate or what?
