RES: 533 of the U.S Congress on September 11, 1998, U.S S. RES: 309, of the U.S Senate on October 15, 1998, U.S H. RES: 310 of the U.S Congress on July 19, 2013, and U.S S. RES: 163 of the U.S Senate on July 07, 2013, and Whereas Human Rights Watch noted in a May 31, 2012, New York Times op-ed that Prime Minister Hun Sen has remained in power in Cambodia for 10,000 days “through politically motivated violence, control of the security forces, massive corruption, and the tacit support of foreign powers,” Re: Request the Office of the Prosecutor of International Criminal Court (TOP-ICC) conduct an investigation of Crime Against Humanity committed by:  1- Mr. Hun Sen, Prime Minister of Cambodia, 2- Mr. Choun Sovanna, Chief of Phnom Penh Municipal Police 3- Mr. Mok Chito, Deputy chief of Phnom Penh Municipal Police 4- Mr. Chab Pheak Kdey, Commander of Commando Unit 911 of Cambodia Arm Forces Cambodian Prime Minister Hun Sen is a man who is well known amongst Cambodian peoples to be a sinister and violent leader. He is former Kmer Rouge who has repeatedly committed voter fraud to win his elections, and in the most recent election even stopped Cambodian people from voting entirely. This caused thousands of protests and even riots, and from September 15, 2013 until January 02-04, 2014, Hun Sen authorized troops to fire live ammunition into a crowd of civilians peacefully protesting for higher wages in clothing factories, killing more than 10 and injuring dozens. On September 15, 2013 at 8:45PM, Mr. Hun Sen order his arms force under command of Mr. Choun Sovanna, a chief of Phnom Penh Municipal Police, to attack and crackdown the non-violent demonstration that killed 4 people and 7 people injured. On November 12, 2013, at 12:30 AM, Mr. Hun Sen order under commanding of Mr. Choun Sovanna, a chief of Phnom Penh Municipal Police to attacked and crackdown the non-violent demonstration that killed 1 person and injured 10. On January 02-03, 2014, Mr. Hun Sen ordered arms forces under the commanding of Mr. Mok Chito, deputy commander of Phnom Penh Municipal Police and Mr. Chab Pheak Kdey, Commander of Commando Unit 911 of Cambodia Arm Forces to attack and crackdown the non-violent demonstration that killed 10 people and injured 37.
