government announced that it would increase the salaries of low-ranking
civil servants to 320,000 Riel ($80) per month.

unofficial result shows that the Cambodian People's Party of Prime
Minister Hun Sen won 68 and the Cambodia National Rescue Party led by
Sam Rainsy won 55 in the 123-seat National Assembly.

Without CNRP putting pressure on them ,Hun and his cronies would not care about this pay increase to all of those people, would they?
True Khmer
I think it's a bit too little too late. This should have been done many years ago. Hun Sen is using any and all tactics possible to win people over.
