Dear Mr Mike or Mr. Mice,
What we are saying is Cambodia is not poor. Cambodia is rich in resources. If Cambodia cut down corruption Cambodia can collect enough taxes and revenues from our natural resources for our own expenditures, so we do not need to borrow the money from China or other countries. The fact that Hun Sen always go to borrow large amount of money from China several times a year is because of corruption. Independent groups, even U.S embassy, estimated that Cambodia lost about $500 million a year through corruption. Cambodia's forests have been destroyed but the money from the sales of timber went to corrupt companies, foreign and Cambodian, and corrupt officials.
Everyday, people have to pay bribe to corrupt officials and government officials, including Hun Sen, commit corruption everyday such as selling state property, selling business licenses and siphoning off foreign aid etc.
Since 1993, donor countries have been putting billions of dollar into Cambodian economy but Cambodia is still poor because Hun Sen is too corrupt.
So, what we are saying is if Hun Sen manages the aid money properly and collect revenue from timber sales, the sales of other natural resources and collect taxes and customs revenues properly without corruption then we don't need to borrow huge amount of money from China like what Hun Sen is doing now.
