Son Soubert banned from entering Vietnam [detained for 6 hours at the border by Vietnamese officials] វៀតណាម​ហាម​លោក សឺន ស៊ូប៊ែរ្តិ៍ មិន​ឲ្យ​ចូល​ស្រុក

Vietnamese immigration officials at Bavet International Checkpoint in Svay Rieng province prevented a member of the king's privy council, Mr. Son Soubert, from visiting Vietnam as tourist. មន្ត្រី​អន្តោប្រវេសន៍​វៀតណាម នៅ​ច្រក​បាវិត ខេត្ត​ស្វាយរៀង រារាំង​សមាជិក​ឧត្ដម​ក្រុមប្រឹក្សា​ព្រះមហាក្សត្រ លោក សឺន ស៊ូប៊ែរ្តិ៍ មិន​ឲ្យ​ចូល​ទៅ​ប្រទេស​វៀតណាម ក្នុង​នាម​ជា​អ្នក​ទេសចរ​ទេ។

Mr. Son Soubert member of the king's Privy Council, son of resistance fighter Son Sann, who is a Khmer Krom, said on Friday 22 March that he and 5 members of his family, who had been issued visas by the Vietnamese embassy in Phnom Penh, had been detained for 6 hours from 2pm to 8pm by Vietnamese immigration officials at Bavet International Checkpoint where they confiscated his and his family's passports and sent back to Cambodia after 6 hours detention without telling him the reason. លោក សឺន ស៊ូប៊ែរ្តិ៍ ដែល​ជា​សមាជិក​ឧត្ដម​ក្រុមប្រឹក្សា និង​មាន​ដើម​កំណើត​ជា​ខ្មែរ​កម្ពុជា​ក្រោម​ផង​នោះ ឲ្យ​ដឹង​ថា កាល​ពី​ថ្ងៃ​ទី​២២ ខែ​មីនា ឆ្នាំ​២០១៣ លោក​និង​ក្រុម​គ្រួសារ​ដែល​មាន​គ្នា ៥​នាក់ បាន​សុំ​ច្បាប់​ហើយ​ដែល​មាន​ទិដ្ឋាការ ឬ វីសា (Visa) និង​មាន​ច្បាប់​ប្រើ​រថយន្ត​ផ្ទាល់​ខ្លួន​បើក​ចូល​ទៅ​ប្រទេស​វៀតណាម ចេញ​ឲ្យ​ដោយ​ស្ថានទូត​វៀតណាម​នៅ​រាជធានី​ភ្នំពេញ​ផង​នោះ បាន​ធ្វើ​ដំណើរ​ឆ្លង​ព្រំដែន​បាវិត ខេត្ត​ស្វាយរៀង ចូល​ទៅ​ប៉ុស្តិ៍​ត្រួតពិនិត្យ​ព្រំដែន​ខាង​ផ្នែក​វៀតណាម។ ប៉ុន្តែ​នៅ​ទី​នោះ បែរ​ជា​ប៉ូលិស​វៀតណាម ចាប់​ដក​យក​លិខិត​ឆ្លង​ដែន​ទុក ហើយ​ឲ្យ​រង់ចាំ​តាំង​ពី​ម៉ោង ២​រសៀល​ ដល់​ម៉ោង​ជាង ៨​យប់ ទើប​គេ​ប្រាប់​ថា មិន​ឲ្យ​ចូល​ប្រទេស​វៀតណាម និង​ឲ្យ​ត្រឡប់​មក​ប្រទេស​កម្ពុជា​វិញ ដោយ​មិន​បាន​ប្រាប់​ពី​មូលហេតុ​ទេ។

Mr. Son Soubert said "I asked 'you tell me the truth, do you want more money (bribery) or is there any problem? They said there is no problem, but they are waiting for orders from the higher authority. Later they told me that the problem is that the higher authority banned Khmers from entering Vietnam for 30 days. The people who went with me are my 2 nephews, one just arrived from France because they wanted to visit Ho Chi Minh City and southern Vietnam, but they were not allowed to enter Vietnam also'..." លោក សឺន ស៊ូប៊ែរ្តិ៍៖ «...សួរ​ថា អ្នក​ឯង​ប្រាប់​ឲ្យ​ត្រង់​មើល៍ តើ​ចង់​បាន​លុយ​បន្ថែម ឬ​មាន​បញ្ហា​អី? វា​ថា​អត់​មាន​អី​ទេ គ្រាន់តែ​គេ​ចាំ​បញ្ជា​ពី​លើ។ ក្រោយ​មក​គេ​ប្រាប់​ថា បញ្ជា​ពី​លើ​ហាម​មិន​ឲ្យ​ខ្មែរ​ចូល​ស្រុក​យួន ក្នុង​រវាង ៣០​ថ្ងៃ។ អ្នក​អម​ដំណើរ​ជាមួយ​ខ្ញុំ​ហ្នឹង​មាន​ក្មួយ ២​នាក់ ម្នាក់​ទើប​មក​ពី​ស្រុក​បារាំង គេ​ចង់​ទៅ​ហូជីមិញ ចង់​មើល​ស្រុក​យួន​ខាង​ត្បូង​ខ្លះ ក៏​អត់​បាន​ចូល​ដែរ...»
Mr. Son Soubert said if there is no satisfactory explanation from the Vietnamese embassy, he will lodge a legal complaint in accordance with the (international) law.

កំណត់ចំណាំចំពោះអ្នកបញ្ចូលមតិនៅក្នុងអត្ថបទនេះ៖ ដើម្បី​រក្សា​សេចក្ដី​ថ្លៃថ្នូរ យើង​ខ្ញុំ​នឹង​ផ្សាយ​តែ​មតិ​ណា ដែល​មិន​ជេរ​ប្រមាថ​ដល់​អ្នក​ដទៃ​ប៉ុណ្ណោះ។

Have to be carefully, because the problem is, when the French Protector transfered Cochinchine to Vietnam was under the time of the former Khmer King under the French protectorat (Cambodia was running by the French protector, and at that time Cambodia did not have the right to have a governemnt). Therfore this part of Khmer Territorial is always belonging to the King of Cambodia.

As the member of the King's privy council explained some kind of discusion (word, do you want more money) with the new paper.

That kind of the commication between Mr. Son Soubert and the border control is not existed on written law book. Therefore Mr. Soubert needs to keep that kind of word for himself.

I wish I could learn more about what business or general conducts of king Sisowath Monivong
with French Resident Superieur General of Indochina. Khmer soldiers who went to help France
during World War I had earned great respect from Paris government for their bravery but somehow
Frenchmen had always neglected us Khmers compare to the Yuons. I don't think king Monivong
had had any good relationship with the France.
At home he couldn't help even to straight thing up between the monks of New and Old Dhamma !!!
Some Khmer folks of that period looked down on printed religious books as not worthy to learn
from whereas the old Sastra Sleuk Rits were worshiped because they had been conducted under
strict religious rituals before and after each of those Sastras were written. One good thing of
King Monivong was that he had a lot of beautiful daughters as young or even younger age than
his grandson. No wonder why King Norodom Sihanouk had taken his aunties as his wifes.
King Sihanouk had coined the Khmer word ធីងមោង as meant as make love which I thought
he had toned it down from the real word ធីងមើ !!!
As for Mr. Son Soubert member of the king's Privy Council of present king, I can assure you that
he neither had any conversation with Youns guards about the bribe nor he had offered them any
bribe. He is a smart man as I know off.

Yuon is for sure don't like Khmer, especially Khmer as Son Soubert. They don't trust Son Soubert, Son Soubert is the son of Son Sann, the blood enemy of Yuon. Son Soubert should be all Khmer's hero. Maybe Khmer Kampuchea Krom has something to do with it.
