MANILA, Nov. 14, 2012 -- President Benigno S. Aquino III will leave for Phnom
Penh, Cambodia on November 17 to join other ASEAN Leaders and Leaders
of ASEAN’s Dialogue Partners in the 21st ASEAN Summit and Related
Summits from November 18 to 20, the Department of Foreign Affairs said
today.
The Summit’s theme is “ASEAN: One Community, One Destiny” in preparation for an ASEAN community by 2015.
In a statement, DFA said Cambodian Prime Minister Hun Sen will formally open the Summit on November 18 with the official launchings of the ASEAN Institute for Peace and Reconciliation (AIPR) and the Regional Comprehensive Economic Partnership (RCEP).
The RCEP Framework establishes an ASEAN-led process for engaging interested ASEAN Dialogue Partners and, subsequently, other external economic partners.
Also up for signing is the ASEAN Human Rights Declaration (AHRD). The AHRD is envisioned as ASEAN’s articulation of its human rights principles, which would serve as the guiding document for activities aimed at promoting and enhancing regional cooperation on human rights.

President Aquino will have series of meetings with nine ASEAN Leaders and with ASEAN’s East Asia Summit (EAS) Partners.
One of the meetings will be the East Asia Summit (EAS), a regional leaders' forum for strategic dialogue and cooperation on critical challenges facing the East Asian region. The EAS is an important regional grouping with a significant role to play in advancing closer regional integration and cooperation in a dynamic East Asia.
In these meetings, the President is expected to express Philippine positions on maritime security and cooperation/West Philippine Sea (WPS), migrant workers’ protection and welfare and human rights, among others.
At the closing ceremony, Cambodia will hand over the ASEAN Chairmanship to Brunei Darussalam, the next ASEAN Chair for 2013.
The President will depart for Manila immediately after the closing ceremony.(DFA)
