Hun Sen doesn't need good servants to his country, Hun Sen only needs loyalty and crooks who can help him cover up his corrupt practices. Hun Sen reshuffled the public servants and chose the ones whom he thinks can better
protect him and will not betray him. It's not easy to run a country based on "Fears". Hun Sen is running the country by fears, from the left to the right and is
internally paranoid and distrusted his own party.
Therefore, fears rule
his judgement, fears make him re-arranged and chose only the ones whom he
trusted to be close to him or around him, regardless of those individuals'
credentials or educational backgrounds. Only his chosen loyalists and his so-called
"friends", whether those individuals were thugs, killers or madmen it doesn't
matter, only loyalty matters to him, nothing else.
Hun Sen promoted
Hok Lundy to the highest position in the police rank in order to help protect him. Now Hok Lundy is dead, but if he can get Hok
Lundy out of HELL [raise him from the death], Hun Sen would do so because he needs some one
ruthless around him to protect him.
I think Hun Sen is more paranoid like Saddam
Hussein of Iraq just before the U.S invasion.This is how Hun Sen rules the
country without using the rule of laws and the result is fears coming to haunt
him everywhere he goes. That's why he selected and chose only the people he
think who will not betray him in any situations. It sounds like the CPP is
starting to fall apart from within.
The fabric of society
holds together by the rules of laws, the constitution and the laws of the land
to protect all individuals regardless of their
status, rich or poor, criminal or innocent, all are protected by the laws of the land
called the CONSTITUTION. So Hun Sen should use the rule of laws to protect
him, instead of using ruthless men to protect him. This is my 2cent opinion.

nothing new to reshuffle staffs
each country,in the world, can replace any staffs, if they wanted . for better job performances.,
however, i'm not surprised with this changed, changing for better.

Yes nothing to be feared of but fear itself....Using the rule of laws to help protect the rights all people regardless of their status.People is protected by laws not by cronies,not by bullets,not by favoritism.
Hun sen doesn't need the constitution to protect him, he is the father of the cambodian constitution. Having his loyalists in position, he can have a peace of mind and sleep better at night without having to have one eye close and one blind eye open.
Does CPP have internal conflicts? I think so, but no one within the CPP dare to challenge hun sen.
