PHNOM PENH (Cambodia Herald) - Prime Minister Hun Sen (pictured) said Thursday that the government had issued two million land titles and that the number would reach three million by 2013.
"Land titling is priority work for the Royal Government," he said during the inauguration of the new Ministry of Land Management, Urban Planning and Construction building.
Hun Sen urged the ministry and all relevant institutions to cooperate and work hard in promoting land registration to prevent land conflicts.
“The third millionth title will be issued by 2013 and I'll be happy to hand it out in my capacity as a pioneer in re-establishing the possession of private property," he said.

The thief steals the land. Keeps the land. Then asks the owner for land title. Then promises to give out land titles to rightful owners. Laughable. Hahaha
