Up to 400,000 Cambodians may have missed out on flood assistance and many others received one-off donations which will have lasted only a week or two, according to an agency involved in the relief efforts.
An extended monsoon season has led to the worst flooding in Cambodia in at least a decade, with the hardest-hit areas along the Mekong River and around Cambodia's massive inland lake, the Tonle Sap.
