Hun Sen's network of marriages for power consolidation

Critics of the Cambodian government said that a network of political structure through a web of marriages of children of top government leaders are done to ensure the security of their positions, powers and their businesses.

Systematic corruption is entrenched, deeply rooted and complex in the Cambodian society through nepotism, cronyism and these factors have become a concern that there could be a possibility for an abuse of powers by political leaders.

Mr. Chett Cholasa, a Cambodian political analyst, said nepotism among the powerful elites has brought unstoppable corruption because law-enforcement institutions are afraid of implementing the laws, afraid of carrying out the arrests or afraid to make a (judicial) judgment. "That system is very complex which enable a large scale corruption to occur and the perpetrators using political leaders to back them up or to intervene on their behalf. And a culture of intervention in Cambodia occurred through relatives, siblings, from small until the big fish. This kind of culture is rampant and widespread which allows the powerful to oppress the poor and the powerless, which allows the rich to do whatever they wanted which has led the country to destruction", he said.

An online newspaper, Asia Time Online, which quoted the Phnom Penh Post, in 2007 reported that a web of marriages of the children of Cambodian political leaders were done for political purpose and financial interests.

That newspaper reported that Mrs. Hun Kimleng, daughter of Mr. Hun Neng, who is the governor of Kampong Cham province and older brother of Prime Minister Hun Sen, was married to Gen. Neth Savoeun, the Commissioner of the National Police, while a son of Hun Neng, Hun Seang Heng, was married to Miss Sok Sopheak, a daughter of Gen. Sok Phal, who is Deputy Commissioner of the National Police.

At the same time, Hun Manet, the 29 year-old eldest son of Prime Minister Hun Sen, was married to Miss Hok Chandavy, a daughter of ex-Commissioner of National Police, Gen. Hok Lundy, who had died in a helicopter crash in 2008. Another of Hun Sen's son, Hun Many, 28, was married to Ms. Yim Chhay Lin, a daughter of Deputy Prime Minister Yim Chhay Lim, who is also Secretary of State of Ministry of Rural Development. On top of this, Mr. Hun Sen's 27 year-old daughter Hun Maly was married to Mr. Sok Puthiyuth, the son of powerful Deputy Prime Minister Sok An, who is Mr. Hun Sen's right hand man and Minister of the powerful Council of Ministers. Mr. Sok An also holds many more powerful positions, including as head of the powerful Apsara Authority and the Petroleum National Authority.

Mr. Hun Sen and Mr. Sok An had a very powerful relationship with each other dated back to the 1980s while Mr. Hun Sen was still foreign minister and Mr. Sok An was the director general of the Ministry of Foreign Affairs. Now, they have become in-laws.

On the other hand, the wife of Prime Minister Hun Sen, Mrs. Bun Rany, is a long time president of the Cambodian Red Cross and the wife of Mr. Sok An has become a deputy president of the Cambodian Red Cross for roughly the same length of time.

The Asia Time Online also reported that Ms. Heng Sam An, the daughter of President of the National Assembly Heng Samrin, was married to Mr. Pen Kosal, who is an advisor to Interior Minister and Deputy Prime Minister Sar Kheng. Mr. Sar Kheng is the brother-in-law of Mr. Chea Sim, who is the president of the ruling Cambodian People's Party and the president of the Cambodian Senate. Mr. Chea Sim is also the brother-in-law of Mr. Say Chhum, who is the Secretary General of the ruling Cambodian People's Party. On the other hand, Mr. Sar Kheng's son, Sar Sokha, was married to Ms. Ke Sun Sophy, a daughter of Gen. Ke Kim Yan, the powerful Commander-in-Chief of the Royal Cambodian Armed Forces until he was sacked by Prime Minister Hun Sen in 2009.

Ms. Cham Nimol, daughter of Commerce Minister Cham Prasidh, is an advisor to National Assembly President Heng Samrin and another of his daughter, Cham Krishna, was married to Mr. Sok Khan, who is a son of Deputy PM Sok An.

Political analysts said that a web of marriages of the children of Cambodian political leaders is a reflection of power consolidation of a feudal regime of the Cambodian political elites.

Dr. Lao Mong Hay, an independent political analyst, said that this web of marriages of the political leaders is not good for the country. "It is not good because when they are deeply entrenched like that it has become an apparatus and they are likely to hold on to power forever and when they made laws, they made them just for the protection of their own interests and for power consolidation. And if we are talking about Karl Marx's theory, this sort of apparatus and when they created any national institutions, they will do it in such a way for those institutions to be the defenders of their interests and personal benefits and allow themselves to oppress the lower echelon of powers. This is not good which have always led to revolution and we have also encountered such a situation before", he said.

Mr. Phay Siphan, spokesperson for the Council of Ministers, denied an accusation of marriages for power consolidation and said that it is hard to ban marriages between all men and women. He said people must not discriminate against the marriages of children of political leaders. He also said a web of marriages of children of political leaders are coincidental and not for the purpose of power consolidation. "We see that the sons and the daughters love each other. This is their love and there should be no discrimination that he/she is a son and daughter of this or that person who has come to make a civil union between each other. This is purely coincidental that we see the children of top political leaders have married to each other. But, it doesn't mean that the marriages are tied for the purpose of power consolidation. It cannot be said like that because the powerful people still get punished when they did something wrong", he said.

Political analysts are in unison in their opinions that a web of marriages among children of Cambodia's political leaders are done to ensure the continuation and continuity of powers for the ruling Cambodian People's Party. On top of this, Prime Minister Hun Sen has reiterated numerous times that he will rule until he is 90 years old, which is another 30-31 years, depending on which of Mr. Hun Sen's birth date we believe is true.

អ្នក​នាំ​ពាក្យ​នៃ​ទីស្ដីការ​គណៈ​រដ្ឋ​មន្ត្រី លោក ផៃ ស៊ីផាន មាន​ប្រសាសន៍​កាល​ពី​ដើម​ខែ​តុលា​កន្លង​ទៅ​នេះ​ថា អំណាច​នៃ​សេចក្ដី​ស្រលាញ់​គឺ​ពិបាក​ក្នុង​ការ​ហាម​ប្រាម​ការ​រៀប​ការ​រវាង​បុរស និង​ស្ត្រី​ណាស់ ហើយ​ក៏​មិន​អាច​មាន​ការ​រើស​អើង​នោះ​ដែរ។ លោក​ថ្លែង​បន្ត​ថា ការ​រៀប​អាពាហ៍ពិពាហ៍​នៃ​កូន​របស់​ឥស្សរជន​នយោបាយ​នៅ​កម្ពុជា​នោះ​គ្រាន់​តែ​ការ​ចៃដន្យ​ប៉ុណ្ណោះ ហើយ​ដែល​មិន​មែន​ការ​ពង្រឹង​អំណាច​ដូច​ការ​ចោទ​ប្រកាន់​នោះ​ឡើយ៖ «យើង​ឃើញ​ថា​ក្មេង​ប្រុស និង​ក្មេង​ស្រី​ស្រឡាញ់​គ្នា គឺ​ជា​ការ​ស្រឡាញ់​របស់​គេ ហើយ​មិន​អាច​មាន​ការ​រើសអើង​ថា​អ្នក​នេះ​ជា​កូន​អ្នក​នោះ ឬ​អ្នក​នោះ​កូន​អ្នក​នេះ ដែល​មក​ចង​ក្រង​ជា​មួយ​គ្នា។ អា​ហ្នឹង​ជា​រឿង​ចៃដន្យ​មួយ ដែល​យើង​មើល​ឃើញ​កូន​អ្នក​ធំៗ ដែល​ជា​ឥស្សរជន​ហ្នឹង​ចង​ក្រង​ជា​អាពាហ៍ពិពាហ៍ អា​ហ្នឹង​គឺ​យើង​ឃើញ​ហើយ។ ប៉ុន្តែ​មិន​មែន​បាន​សេចក្ដី​ថា​អាពាហ៍ពិពាហ៍​ជា​ចំណង​នៃ​ការ​ពង្រឹង​អំណាច​របស់​ខ្លួន​ទេ។ មិន​អាច​ថា​អ៊ីចឹង​បាន​ទេ អ្នក​មាន​អំណាច​នៅ​តែ​ទទួល​ទណ្ឌកម្ម​នៅ​ពេល​ប្រព្រឹត្ត​ខុស»

Phay Siphan comment that we shouldn't discriminate against men and women marraige is corrected. I agree completely; however this is no way a coincidence. This is like the rich only allow their children married to the rich. Why would you want your children to married the bump on the street? Sometimes, you have children that doesn't listen to their parents and they married out of love until they found out that love led them to starvation then they got divorce. Don't get me wrong here, there are some sucess story. Everybody want their children to married with somebody better and somebody that they love. In term of political power marraige, it is done to control the power, there is no if or but about it. The truth is the truth, let not sugar coat it Mr. Phay Siphan. I hope that there is no in-law dispute as we all know every how the in-law dispute goes in every family. Each in-law has it own competition and hatred. We will witness the power struggle among each other and how they start to kill each other off. Buddha said, the law of nature, nothing last forever. Today, you have peace, happy with your family but tomorrow is unpredictable. love and hate are pair that go together side by side. While you are happy and power, there will be dark cloud larking near you.

Coincidence only happens once or twice. This is a network of marriages involving many families and couples. It is pre-designed for power grip. But, mark my word, if one goes down the rest will go down with them like a domino. It means if Hun Sen goes down, Sok An, Cham Prasidh, Yim Chhay Lim and others will also go down as well.

Remember, Gaddafi has billions and were surrounded by strong military commanders, fighter jets, tanks plus a few of his sons. He had died like animal, dragged behind a car on the street for people to see. Could this happen to Hun Sen? It could if Hun Sen wanted to stay in power until he is 90 years old like he said. The Buddha said nothing in this world is permanent and therefore no one can live and rule forever.

get use to it my friends. Corruption is in the Khmer bloods. As long as there is Srok Khmer there will be corruption in Khmer society....

I just think Khmers should sale/sell Srok Khmers or Khmers should align themselves with the Japanese or the Whites to get rid of corruption. Why can Srok Khmer be a part of Japan? become a province of Japan so the Japanese gov't can rebuild Srok Khmer and every Khmers have a job. Srok Khmer will be modern in no time
