This is most certainly the expect decision of ICJ. It is necessary for ICJ to clear out any potential clashes between Cambodia and Thailand along that border before further decision can be made. After two sides are seperated, the international observers can come in to act as a referee. Prior to this, Thailand has been staunchy refused and defied ASEAN decision to have foreign observers. Now, it appears that Thailand must abid by ICJ's decision. We will see if Thailand carry this out.
