ICJ decision: Cambodia's Pyrrhic victory

Dear PM Hun Sen
How could you call this victory? What is the definition of victory? ICJ ordered Cambodia to withdraw its troops from it sovereignty. Thailand should withdraw the Preah Vihear surrounding area, not Cambodia too. Are you kidding me, this is what you call victory? This ruling is a joke.

The ICJ created a Demilitarised Zone (DMZ) for what? Creating a DMZ so that Thailand can come back to renegotiate to ask for a share of the dispute area and Preah Vihear temple? Thailand should withdraw its troops. Period! No "if", "and" or "but" about it. This was the main purpose that Cambodia went to the ICJ in the first place.

In addition, Gen. Prawit Wongsuwan, the Thai defence minister, made a statement couple of weeks ago that Thailand will accept any ruling from the ICJ and that now the ruling seem to be in their favor, they seem quiet about it and Cambodia called it a victory?

Cambodia can reject the ruling because Thailand never has any intention to comply with or take order from ICJ. How is this ruling is a victory? You give up your land for peace? If this is what you call victory, you might have given everything to them. I am very disappointed. Could somebody explain how this is a victory? Cambodia went to court for what? Indirectly, the ICJ decision is not in Cambodia's favor. How could anybody be so blind by the wordings?

The ICJ just gave Thailand a green light that there is a disputed area by creating a DMZ. PM Hun Sen claimed in the past that there is no such thing as a disputed area. Why is your government taking this unfair deal? Don't think that Thai PM-elect Yingluck Shinawatra is any different from others. She is PM of Thailand, not PM of Cambodia and she will look after the best interests of her country.

The ICJ ruling gave Thailand 50% of the disputed area already. Thailand has achieved its purposes by ensuring the world recognizing that there is a disputed area. What maps are the ICJ using? If the ICJ is using the right map, then there is no such thing as a disputed area. Creating a DMZ means there is a disputed area. The human right group welcomed the decision. Are you kidding me, Ou Virak?

Why do we have to pull back our troops from our territory?!!! This is ridiculous. We all feel the same way, but analyzing to some little more detail, we understand the position of the ICJ, which give us more favor than Thailand. I wouldn't call that a full victory; instead, all the favor doesn't really seem to be on our side. However it's not a loss for us since we could fully drag the enemy back from our soil and prevent them from crossing. The ICJ decision now stand to focus on the peace keeping policy. This decision avoid any possible excuses from Thailand, which for instance, refuse to abide and launch an attack immediately. The ICJ still point to continue the case sued by Cambodia over the explanation of 1962 verdict, which means to favor us. Also, ICJ also give the authority to ASEAN chief, Indonesia, to monitor the situation with regular report. And all the citizen remain there with supply allowed from our side. All in all , The court decision favors us more than Thailand. We'll just have to wait a little longer for the explanation of the 1962 Preah Vihear verdict. I am not so positive on this, but yesterday decision really retains the regional peace for sometimes.

First of all the ruling is about peace for people on both sides of the border. Actually they are not warriors nor blood thirsty as you are. They are just ordinary people who need to live peacefully and carring for themselves.
A strict complying with the ICJ decision today is what Cambodia needs. Thailand can no longer argue in it aggression, but letting Cambodia protect the site, doing restoration and developing it freely as tourist destination, since Thailand should not obstruct Cambodia’s free access to the Temple or prevent it from providing fresh supplies to its non-military personnel. As for the final decision on the demarcating boundary, we can wait for later ruling, maybe in the few months away from now. We should keep working or negotiating only in the framework of ASEAN as stated by the Court. On top of it, the prospect of peaceful solution is enhanced by the next Thai government in Bangkok, led by Yingluck Shinawatra of Puea Thai Party. Requiring both Thailand and Cambodia to withdraw troops from the provisional demilitarized zone near Preah Vihear Temple makes the pill easier for military and nationalist Thais to swallow. Yes, it makes the decision only a partial victory for Cambodia, but a wise decision to better protect the temple and allow the restoration to be done properly by experts and at the same time, the tourist enjoying their visits there. When ASEAN observers will be there, why Cambodia needs to give a pretext to the Thais to shoot on us by installing military personnel there? Long live the ICJ and long live Cambodia!

Since when we needed ICJ ruling to do repairs? The development meeting in France already approved the development of Phrea Vihea. Calling me name as blood thirsty? Dont jump into conclusion that I am the bad guy, just wait to see more development about the so called DMZ. Let hope I am wrong or I didnt read all the rulings. I usually read between the line especially the silent sign. Cambodia is happy to withdraw its troop from it territory? We will see how things unfold in the nearest future. I can almost bet my bottom dollar that the DMZ will turn into join development area. What ever happen to the claimed by PM Hun Sen that there is no such thing as dispute area. If DMZ is not dispute area then what is it? I understand that we all wanted peace, it nothing wrong with that. I just like fact, dont lie to Cambodian people that we won. We didnt win. The temple alway belongs to Cambodia and the ruling 1962 confirmed that. What did we won? We will see more disappointing history if you are not careful with the wording and language used by the court system. It like the word "I'll call you back later" how many people actually call you back later? This is the term people used in the Western world to avoid confrontation of being polite that I will not call you back.

Thailand invaded Cambodia first. Thailand started war first, and shelling more than 50000 or Rockets, including 155mm deep deep inside cambodian lands...The world court ICJ must demand Thailand to paid for all the damages to Preah vihear Temple and cambodian villager'homes...Its not cambodia's fault! Thailand started It first!!

What victory?. IJC just say pull troop out (OK) than what next?.IJC didn't say anything about what next just DMZ. DMZ forever or joint development that cambodia will be at lost.

The verdict is not fair...for cambodian to withrawal our troop from our own home..? Thailand invaded us. Cambodian did not invade Thailand..Why cambodia has to withrawal..?? I don't get It??

I wonder why Thailand didnt protest about the ICJ decision since Cambodia claimed that it won? That is out of Thailand character. Did Thailand get what they wanted for the world to recognize the dispute area? I think so that is why Thailand is so quite and wanted to talk with Cambodia how to withdraw the troop out. Why did Thailand so cooperative? I am in agreement with Warrior Blood. We should wait and see how history unfold but I am skepticle like others.

This is not a victory for anyone at this time; however, it is a favor decision for Cambodia since the ruling to include preventing Thai from blocking the entrance. What this really mean is that the ICJ do recorgnize the Temple belong to Cambodia. We can speculate all we want, but nothing is concrete until the ICJ final decision in a few more months to come. Eventhough I understand Warrior Blood frustration, but I rather have the ICJ to take their time by clearing out the smokes first by removing all the troops out from the area prior to their final decision.

I totally agreed with the warrior blood that Cambodia was not in a victory position at all, because we should not retreat from our territory period. The ICJ biased and gave the unfair verdict that favor Thailand. I am so disappointed.
Thailand is the only one that should get the hell out of Cambodia land.

I agree! Thailand is the one must remove their troop out, because Thailand invaded Cambodia and started all the problems first...We did not invade Thailand. Why Cambodia leave our home for?

Here is the latest BP article commented from Abhisit attacking Cambodian indirectly point by point. This is call hidden verbal attack and it is very effective ways to embed information so that international community aware of the situation and let the world knows that Thailand is in charge here. "Mr Abhisit insisted that Thai soldiers would stay in their present locations to protect the areas Thailand considers its territory". He said the court's order for a troop withdrawal concerns many people in both Thailand and Cambodia. "Mr Abhisit said the demilitarised zone drawn up by the ICJ covers an area of 17.3 square kilometres and reaches deeper into both sides of the watershed line that Thailand viewed as its border with Cambodia". "According to Mr Abhisit, the DMZ comprises 8.5 sq km of Thai soil and 8.8 sq km of Cambodian soil". "The Thai part includes 4.5 sq km of the 4.6-sq km disputed area surrounding Preah Vihear temple". He want to ensure the next government carry on the dispute area claimed by Thailand.
"According to Mr Abhisit, Cambodia would have to pull about 4,000 soldiers from the zone if it is to honour the court's provisional measure. The number of Thai soldiers to be pulled out was much smaller, he said". "The PM indicated that a process must be established to assure that Cambodia would not send its military personnel to the DMZ again. This includes a means to detect if soldiers are sent into the area in civilian guise". "Mr Abhisit said it would be necessary to check if Cambodians who live in the disputed area are really civilians". As you can see Thailand clearly stands in control over Cambodia's activities. These information will be embeded in the mind of the reader. PM Hun Sen needed to response but I am sure that his advisors will think though before responding.
