The recent leaks of U.S diplomatic cables by WikiLeaks have shed some lights on many unanswered political events in Cambodia, notably the roles of Foreign Minister Hor Namhong in the killings and executions of people during the Khmer Rouge Regime.
Previous leaked cables showed that Mr. Hor Namhong had been blamed for the deaths of high profile ex-diplomats and members of the royal family who had been housed at the Boeung Trabek Re-Education camp where Hor Namhong was the chief.
The latest leaked cables, sent to Khmerization by a high profile ex-ambassador, has revealed how Chem Kennedy, son of Chem Snguon, ex-diplomat and minister of justice of the Hun Sen regime, had tried frantically to escape the Khmer Rouge killing machine by seek refuge in the British embassy while a student in Beijing in 1976. Chem Kennedy, written in the cable as Chem Kaen Nedy, was latter returned to the Cambodian embassy, sent to Cambodia and was killed at Tuol Sleng and Cheung Ek Killing Fields.
There are claims that Chem Snguon, a fellow diplomat with Hor Namhong in the 1960s and a fellow minister in the Hun Sen regime, had blamed Hor Namhong for Chem Kennedy's murder and had never forgiven him his betrayal.

How is FM Hor Namhong responsible for his death? I read the text, it looks like everybody refused to give him visa, shame on them. FM Hor Namhong claimed that he was the victim too during the KR, how is he related to the killing? This text doesnt proof anything; Bonavia worked hard to try to save him. How did he died? Who killed him?
The cable did not mention this, Chem Kennedy was forcibly sent back to Cambodian embassy in Beijing and then forcibly sent back to Cambodia around 1976. He was put in Boeung Trabek prison under Hor Nam Hong. Kennedy was later sent to executions at Tuol Sleng, so who was responsible. Only a prison chief, Hor Nam Hong, has the power to send someone to be executed.
