SAM RAINSY ON THE CAMPAIGN TRAIL DELIVERING A TYPICAL CAMPAIGN SPEECH

Even though being forced into exile, opposition leader Sam Rainsy is on the campaign trail. With the January 2012 senatorial election looming, he is travelling from one province to another to meet with the 2,660 SRP elected commune councillors who, with some other 10,000 commune councillors from the dominant CPP and two small “royalist” parties, will be the only few privileged citizens allowed to cast their votes to elect Cambodia’s 61senators early next year.

In only 15 minutes, Sam Rainsy concisely elaborated on the main issues facing Cambodia: land grabbing, deforestation, overfishing, depletion of natural resources, poverty, corruption, border delineation, illegal immigration, attempt by the ruling CPP to buy votes and to manipulate some other parties. He called for national unity around the SRP in order to prevent Cambodia from vanishing.

Actually, Sam Rainsy is “travelling” and “meeting” with people all over Cambodia only through the Internet, by means of videoconferences. Thanks to modern technologies, physical presence is not as important and cost-effective as virtual presence.

In Thailand, where national elections will be held in coming July, opposition leader tycoon Thaksin Shinawatra, who has also been forced into exile, has also been using the same modern technologies to address the electorate, on a much larger scale and with a much more sophisticated and expensive equipment.

There are many existing types of democracy, from the minimalist direct democracy to the totalitarian democracy of communist states such as North Korea, as well as mixed systems such as the blending of monarchy, oligarchy. As democracy is now regarded by many as the highest, many states claim to be democratic even if they do not appear to be. One of the most damaging accusations in today's international arena is that a group or process is undemocratic.

Democracy is the name given to a number of forms of government and procedures which have legitimacy because they have the consent of the people they govern. The two main criteria for a democracy are:

1.The mechanism for changing the government is through peaceful and regular elections, as opposed to revolts, coups, or civil war.

2. The officials exercising power have legitimate authority because they have been elected, as opposed to inheriting that authority or holding it by force.

Democracy is not a theory about what the aims or content of government or law should be, only that those aims should be guided by the opinion of the majority, as opposed to a single ruler (as with an absolute monarchy, dictatorship, or oligarchy). Just because a government has been democratically elected does not mean it will be a good, just, or competent government.

Everyone has a vote and is committed to respecting the decision that wins. This does not mean the decision will be the best one, or even a good one. It is simply a mechanism for enabling everyone to be involved in the decision making process, which gives the decisions binding legitimacy.

Democracies require a quality level of education and maturity among the people who vote. If not, the process can be captured by demagogues if too many vote in a self-centered way. It can also be very claustrophobic or oppressive as majorities can use their position to intimidate minority opinions.

I support the platform issues; however I was wondering if these issues brought up in the parliament meetings. Were there any law regarding the issues? If it is, then what are the flaw? does it needed to be amended? On the other hand; the oppostion brought up alot of issues but it never talks about some of the sucesses it done legislatively. You got change from legislation and enforcing the law is another question.

I would not call Sam Rainsy slave Thai thug. He will do whatever he need to do in order to win the election, but I suggest he can use those Thai TV to attack the government as he please, if he doesn't feel like he is an idiod.
