There are reports that a Siem Reap Court judge had detained a victim of assault and demanded he pay $25,000 before he will be released from the detention.

The detained man, Thip Vannak, came to the aid of his sister after she was severely beaten by a group of 10 men who broke into his house on 4th December 2009. The reason of the beating happened after the sister of the man had a personal argument with another woman at the market. The report said that the sister of the man and another woman bumped into each other at the market. The argument ensued and the other woman followed her to her house with around 10 people and began to attack Thip Vannak's sister. He arrived home just on time and called for intervention from the police, but the attackers escaped.

After the incident, Thip Vannak lodged a complaint with the court. The court summoned the 10 attackers to appear before the court many times, but they failed to attend. On the other hand, Thip Vannak had attended 2 court hearings and on the second appearance he was arrested and detained by order of Judge Ith Sophea and the judge demanded Thip Vannak pay $25,000 for his release.

A source close Judge Ith Sophea, who spoke on condition of anonymity, said that Judge Ith Sophea ordered the arrest of Thip Vannak after the judge received $25,000 in bribery from the attackers. Please read full report in Khmer here.

The judge should be sacked and jailed for this outrageous injustice and corruption.

That aggressive woman, is her pocket deep enough to help Judge Ith Sophea to gain a bench at ICJ? Hope not. Scarry thought huh whether Thai has done like her? But all ICJ Judges have real JD, Ith Sophea will have his dj (dirty jug) floor.

I support the RGC especially the Rectangular Strategy to reform the Legal and Judicial System in Cambodia. The legal and judicial reform is on the corner 2 of core strategy, namely, good governance.

As a Khmer citizen I don't want to see this gross injustic if it is true and I totally support and request the ACU, especially H.E Om Yen Tieng to spot check with this matter.

Cambodia is on the positive progress!!!
