A Cambodian prison chief said jailed Thai trespassers Mr. Veera Somkwamkid and his secretary Ratree Pipattanapaiboon must serve at least two thirds of their 8 and 6 years sentences respectively first before being eligible for a royal pardon.

Mr. Veera and Ratree are seeking a royal pardon from the Cambodian king and according to Thai media, the pair's Cambodian lawyers have already prepared a letter of request for a royal pardon, awaiting their signatures of approval before submitting for the king's royal of approval.

The pair's chances of a royal pardon have dashed after Mr. Kuoy Bun Sorn, Director of Prison Department of Ministry of Interior, told local media on Friday morning 11th March that the pair cannot receive an royal pardon because they have not served 2/3 of their sentences yet.

However, he said that a royal pardon can be given if the pair confessed and admitted their guilt that they have illegally trespassed into Cambodian territory and had conducted espionage as charged. He said he has received neither a letter of request for a royal pardon nor an official request from the Thai Embassy yet. He said by laws unless the Cambodian authority has received an official request from the Thai government/Embassy, no prisoners will be allowed to thumbprint or sign a letter of request for a royal pardon.

If we release them, we should do a prisoner swap because many Khmers have been rotting in Thai jails for very long time. How about we release these two and Thailand release all Khmer prisoners whose only crime is to cross the border looking for food and works to earn their living.

If we release the two Thai prisoners, our verdict stated by the extreme court will be proved to be ineffective. Moreover, Prime Minister Hun Sen's statement heard to the whole nation will not be complied as well. As a result, he will appear weak. God bless Cambodian.

If they are free, the other Thais will violate our territorial integrity and seek for royal pardon from the king. God bless Cambodian.
