The leadership of the Sam Rainsy Party (SRP) has admitted that Mr. Mao Monivann, the party MP from Kampong Cham, has tendered his resignation as an MP, but denied that his resignation is a sign of an internal division.
Mr. Son Chhay (pictured), a senior SRP MP from Phnom Penh, told RFA this morning, Saturday 12th March, that Mr. Mao Monivann has tendered his resignation as an MP, effective from 30th March 2011. He said Mr. Mao Monivann had tendered is resignation to the party leadership since the beginning of this month.
Mr. Son Chhay denied that Mr. Mao's resignation was caused by internal party division. He said it was due to the mid-term rotation of the MP's mandate decided by the party's Permanent Committee, which required all party's MPs to vacate their seats at mid term to make way for a new blood. "It is well known that he has been removed from his role as the party's president of SRP in Kampong Cham province, which is Cambodia's largest province, but I do not know how he feels about that (removal). But from what I know his decision to resign is the best decision because, as a politician, we must honour our promise. When we change our will (promise) again and again, it can damage our reputation", he said.
Mr. Mao Monivann said his resignation as an MP was not due to his removal as president of the Kampong Cham's party branch, nor due to internal party split, but due to personal issue and due to the decision of the party's Permanent Committee. He also said that he did not defect to any other party, promising to stay with the SRP until the end, saying that he will re-contest the 2013 election again. "It is between me and the SRP's activists in Kampong Cham because of what I have said publicly before the election. I said that if under my leadership, we can only manage to win 5 seats, I will resign as an MP, I will only serve half a term. And it is also the decision of the party's Permanent Committee at that time as well", he said.
The civil society said Mr. Mao Monivann's resignation is a sign of internal split and can lower the party's popularity in future elections.
Dr. Hang Puthea, chairman of the election monitoring group called NECFFEC, said the resignation of an MP just before the 2012 commune election and 2013 national election can cause the party to lose the voters' supports as well as a sign of internal split.
However, Mr. Kul Panha, chairman of the Committee for Free and Fair Election (COMFREL), said Mr. Mao's resignation has no or little effect on the party's popularity because Cambodia's election system is a proportional representation.
Mr. Mao Monivann has been recently replaced as president of the SRP's Kampong Cham branch by Mr. Kuoy Bunroeun, a replacement which caused widespread anger within the party activists in Kampong Cham which have led many activists to pull down 20 party signs from the front yard of their houses.
