Cambodia planned to lodge a complaint to the International Court of Justice (ICJ) in The Hague to request to re-interpret its 1962 verdict which adjudicated to give ownership of Preah Vihear temple to Cambodia.
The Cambodian government said its legal experts are working on the complaint and it will be forwarded to the ICJ soon after the Asean Meeting in Indonesia on the Khmer-Thai conflict.
Prime Minister Hun Sen (pictured) said in a press conference yesterday that Cambodia will not request the ICJ to re-judge the case, but to re-interpret its 1962 verdict. "The Thai side had also prepared itself. If we both go this way, it is easier. It is easier for Cambodia and it is easier for Thailand in within its government. Now, for example, if it (ICJ) re-interprets that it (the lands claimed by Thailand) is situated inside Thailand, we will agree to leave the area because it is Thai territory. And if it re-interprets that it is situated inside Cambodian territory, then Cambodia will take all", he said.
Documents kept at Royal Academy of Cambodia revealed that Cambodia took the case to ICJ in 1958 and on 15th June 1962 the ICJ adjudicated to give ownership of Preah Vihear temple to Cambodia.
The government of Thai Prime Minister Sarith Thanarat initially rejected the court's decision, but finally bowed down to pressures, accepted it and withdrew all Thai troops from the temple and the surrounding areas. Prime Minister Hun Sen said Cambodia's decision to take the case to the ICJ is a last resort after the UN Security Council rejected Cambodia's request for help and if the Asean meeting in Indonesia on 22nd February fails to settle the issue.

I hope we don't lose everything. It's not a gamble. However, after seeing the action of the UN last week, it could happend. This is why I am so apprehensive.
Believe me Thailand know how to lobby, Cambodia has 90% chace of losing everything...

Well, if that were the case 12:04PM, then arm struggle is an option. We cannot lose Preah Vihear. It is a "Doun Proleung Khmer." I hope you speak Khmer.
It is already declared to belong to Cambodia. The evidence is still there. If the ICJ turned around and said it was wrong in the ruling, then ICJ will need to be dissolved. Hun Sen just need the court to reinterpret the term "vicinity around Preah Vihear". This should do...
US and Thailand don't give a shit about "Doun Proleung Khmer" they will take whatever they can get their hands on. Right or Wrong..
Its all about who have the bigger gun...and how Thailand took Khmer land before and they will do the same againe.
the government should not ask the ICJ to re interpret, but rather to enforce the verdict. Re-interpret could give a new meaning to the verdict.
Have you guys read that a tank company from Vietnam are on their way to Preah Vihear? If this were true, it would complicate the matter even further.
I am a bit worried also after our failures at the UNSC. I think the ICJ has no power to enforce its verdict like the courts of a country because it has no police and military force to do so. However, its re-interpretation would embarrass and force Thailand or the losing party to abide by the verdict. I agree with 12:31 PM that the verdict are pretty clear, but a re-interpretation, if it is in Cambodia's favor, will force the Thais to withdraw from the Preah Vihear surrounding areas and gives up its claims forever. if Thailand refused to abide by the new re-interpretation, the UNSC can pass a resolution to condemn Thailand in the strongest term.
I'm worried too since the UN is unfair. I do not believe in the UN anymore. It's like the UN is under the US and also his waiter too (Thailand).
Before I don't believe in it. I always believe justice also comes to the right person. But, since the UN do as if nothing happened like that, I feel nervous about sending the complaint to ICJ. ICJ might be under pressure of Thailand and will change mind, or may be unfair in this time.
Like UNESCO in this time, UNESCO don't send any officials to observe the Preah Vihear's damage.
I apprehensively think that When in danger, only the real owner always worried about the damage of Preah Vihear.
You can see? UNESCO don't even care about Preah Vihear.
So, what they consider world heritage is just on the lip of their mouth. Nothing importance for them.
