Translated from Khmer

LETTER FROM MEMBER OF PARLIAMENT FOR TAKEO KUOY BUNROEUN

TO DEPUTY PRIME MINISTER AND INTERIOR MINISTER SAR KHENG

Phnom Penh, 20 October 2010

Object: Request for investigation into an armed robbery in order to arrest the perpetrators .

On Sunday 19 October 2010 at 4:20 pm, while I was supervising works being done to my car by mechanics of the Raksmey garage located on street 95 in Chamcar Mon district in Phnom Penh, two armed men pointed their guns on my head and said "We have been ordered to kill you". I replied that they needed not kill me, that they could take what they wanted. They took my gold necklace, my diamond ring, my Nokia cell phone, my wallet containing US$500, my ID card, my National Assembly card, my driver license and ATM cards. The value of these items amounts to more than US$10,000.

Then the two armed robbers left on their motorbike in total safety.

I request from Your Excellency that an investigation be conducted in order to find and bring the robbers to justice according to existing laws.

[signed:] Kuoy Bunroeun

Member of Parliament

We wonder who are these attempted hit-men, are they real Khmer or others?. Maybe the victim is really Khmer and really care about our people and country and his perception maybe anti-illegal immigrant or maybe the victim's adversary really unhappy with him because he is a tough and serious politician or maybe there was personal issue, or what ever the speculation that we can think of, it is still not acceptable for these thugs to commit such a despicable acts. We, Cambodian must stop sabotage each other, if we have a disagreement, we sit down together and talk in a civilize way, we had these evil habits within us for too long, that brought us and our country to a crippling and a devastation time and time again, and we must stop and rehabilitate among ourselves, and starting to understand one-another and trusting each other. The enemy really like to see us killing and destroying each others, and they encourage and more often an instigator to break us apart. We must not allow them to do that anymore, we must be smarter.

There are two explanations to the behavior of the robbers to claim that "we have been ordered to kill you". One, I think they said that because they wanted the victim to hand over everything easily so they don't have to search or argue with him. The other reason is probably they were really hired by some people from the ruling CPP to kill him or intimidate him into silence because he is very vocal sometimes.

Anyone who is not with Hun Sen and Hanoi is against CPP. Hun Sen, CPP, and Hanoi ejective is to eliminate any and all threats. That was a lesson well taught by Hanoi for young apprentice Hun Sen back in the old days. Hun Sen had successfully killed off Rannaridh's party, next elimination is SRP and HRP. Through threat, intimidation, and violence of a member of the opposition party, Hun Sen has very successfully put himself in power since coup in 1997.
The robbery wasn't some random accident. It was obviously politically motivated act. Some small secret organization under the command of CPP, Hun Sen, and
Hanoi mastermind this operation. By slowly eliminating the
top leaders of the opposition party one by one with such
coward and sleazy tactics, CPP, Hun Sen, and Hanoi
hope to put an end to SRP party. We know that Sam
Rainsey is politically crippling, not to mention facing jail sentence according to Hun Sen's judicial system. Now the robbery of one of SRP's top member?Hmmmmmm...I'm no rocket scientist but according to my common sense, I think
I know who had his hand in the cookies jaw.
