The wife a lieutenant colonel working at the Ministry of Interior has been arrested at Phnom Penh's Sen Sok district for torturing two siblings who work for her as a domestic helper and a housemaid since 2004 and 2007 respectively, report Cambodian Express News.
Forty-two year-old Sao Chanthy, wife of 48 year-old Lt-Col Mech My, was arrested on 13th August for dousing boiling water at 17 year-old Khim Saray and his 14 year-old sister, Khim Srey Mao, causing severe burns to their hips, stomach, shoulders and thighs . However, the boy and his sister said they have been subjected to mental abuses, beatings and other forms of torturing by Sao Chanth for the last 6 years while they worked as domestic helpers in her house.
The siblings told police they had to work long hours, days and nights under mental and physical abuses, receiving just 50,000 riels ($12) and 40,000 riels ($10) per month respectively. They also have to work at her stall which sells crockery. One day in 2008, they stole less than 10,000 riels ($2.50) from the stall because they need money for food. They said they were whipped by a rattan, hit on the heads with shoes, broom and their faces were hit by the flat side of a large kitchen knife and their faces slashed with knives as punishments.
On 1st August, their auntie came to visit them and gave them 12,000 riels ($3) to buy shoes. On 12th August Sao Chanthy discovered 11,500 riels in their pockets and accused them of stealing. And, without warning, doused boiling water at them, causing severe burns. Neighbours knew of the attack and called human rights groups who then called the police to arrest Sao Chanthy on 13th August.
Mr. Am Sam Ath, investigator for human rights group Licadho, told Radio Free Asia that he had been in constant contact with the police to make sure that the lady in question will be dealt with by the court. "Now, we are in contact (with the police). We ask them to deal with her in accordance with the laws...because these are inhuman acts, very barbaric, that not only human rights groups, but even the ordinary people will not accept these very violent acts", he said.
Mok Hong, Chief of Sen Sok Police, said the arrested lady will be dealt with by the laws. "Now, we are proceeding in accordance to the laws and she has been sent to court already", he said.
Mr. Sorn Sodalen, lawyer from Licadho, said the two young victims had been temporarily cared for at Licadho's office. She said she will meet with the court's prosecutor on Monday (today) to discuss the issue and to inform the court that Licadho's lawyers will be representing to two young victims in court.
