Prime Minister Hun Sen (pictured) called the Thai government 'a thief ' and accused it of attempting to claim Preah Vihear temple as its own, reports Radio Free Asia.
During a speech to the 12th National Day of Culture on Tuesday the 3rd of March, Mr. Hun Sen also said that his government had finished preparing all the documents to complain to the UN Security Council about Thailand's invasion of the Preah Vihear's surrounding areas.
He said Thailand had attempted to fabricate documents and evidences by instigating armed clashes at the nearby Veal Entry and Phnom Trop areas in an attempt to destroy the temple. "As for them (Thais), they burned and they destroyed (the temple) as they wish because they are the thieves. And the thieves don't know what things are good and what things are bad. This doesn't mean that Cambodian forces are scared to fight back against the (Thai) invading forces. Whatever the price, we must defend it. There is no the 4.6sq. kilometres (of disputed lands) in that areas. Only the thief (Thai) government had declared about the 4.6sq. kilometres (as Thai territory). I want to say it clearly about those areas and yesterday I have already prepared the letter to send to the UN Security Council. If necessary, sometimes it is not necessary, we will ask the World Heritage Committee and when we had enough, we will definitely forward that letter to the UN Security Council", Hun Sen declared.
The International Court of Justice (ICJ) in The Hague in 1962 adjudicated that Preah Vhear temple and its "vicinity" and surroundings fall under Cambodian sovereignty and Thailand is oblidged to withdraw troops from all areas around the temples and "its vicinity" and return all artefacts taken or removed from the temple. Forty-eight years after the judgement, Cambodia claimed that Thailand had not returned all the artefacts yet. "In actual fact we had lost many stone artefacts. Nearly all stone sculptures lined up the streets inside the temple compound have disappeared. We don't know who took them, but I strongly believe that all the important stele inscriptions, which can be removed, have been stolen by Thailand. I don't know what have disappeared because everything had not been inventoried, but the ICJ ordered Thailand to return all the artefacts to Cambodia", said Chuch Phoeung, Secretary of State of Ministry of Culture and Arts.
Preah Vihear temple was listed as a world heritage site by Unesco on 7th July 2008. On 15th July, Thai troops invaded the areas surrounding the temple and remained in the areas up until today.

Isn't it extremely weird that the Cambodian govt only argued there's no such "white zone area of 4.6 km2" only 1.5 year after the July 2008 Thai invasion??? Why didn't the PM or anyone from this govt say so clearly and waited for 1.5 year to do so?
There're certainly more than meets the eyes in this strange attitude coming from the PPenh govt. It can only help stir up again rumors of a concealed deal between Hun Sen and Thaksin (when the later was in power) on border issues and especially maritime borders touching on oil concession sharing. Thaksin didn't share with the elite Thai military and that was one of the reasons that caused his downfall today...

I too don't understand why Hun Sen waited one and a half year to open his mouth about the Thai invasion of Preah Vihear temple areas. If Hun Sen took quick and decisive actions back in 2008, I am pretty sure that the UN Security would have asked Thailand to withdraw its troops. Cambodia took the issue to the UNSC but withdrew the complaints when Thailand requested for talks. At that time, Hun sen should have said no talks until Thailand withdraws its troops first. But Hun Sen agreed to the talks unconditionally and then talks after talks failed and Thai troops are still stationed on Cambodian soil nearly 2 years after it invaded. This time I don't think the UNSC will or can force Thailand to withdraw, it is too late. It shows that Hun Sen doesn't know how to resolve Cambodian border issues.
