Cambodia said that it will bring the Preah Vihear issue with Thailand to the UN Security Council and the International Court of Justice (ICJ) in The Hague, Netherlands, after bilateral talks failed to resolve the issue, reports Radio Free Asia.
Thailand invaded the Preah Vihear areas (Wat Keo Sekha Kivisvarak pagoda) on 15th July 2008 and many bilateral fail to reach any agreements because Thailand refuses to withdraw troops from the areas.
Speaking to students at a graduation ceremony at the Royal University of Phnom Penh on 24th February, Prime Minister Hun Sen said Cambodia will request the ICJ to enforce the 1962 verdict in which it ordered Thailand to withdraw troops from the areas around and in the vicinity of the temple. "When I said that we will take the matter to the ICJ, it is not about asking the court to rejudge the case. Our goal of going to the ICJ, if we ever bring the case there, is to find a solution, this is our first goal. Secondly, urge the court to fully implement its (1962) verdict because the third point is about the returns of all archaeological objects which Thailand took but have not returned yet, so the court has the rights (obligations) to do this thing for us. We go there to request the court to interpret the verdict for us", he said.
Mr. Hun Sen said he will bring the case to the UN Security Council first so that it will ask the ICJ to interpret the verdict that Preah Vihear sits under Cambodian sovereignty under the Franco-Siamese Treaty (of 1907). "No one can say this side of the mountain, the mountaintop of Phnom Trop or Wat Keo Sekha Kirisvarak pagoda belong to whom. They depends on the maps attached to the Franco-Siamese Treaty", he said.
Ms. Be Neang, a teacher from Preah Vihear province, said she supports taking Preah Vihear issue to ICJ. "I supports taking the matter to international court. If we try to resolve the issue through international legal channel, it is good for us because in 1962, Samdech Sihanouk had taken the case to international court. And the result at the that time was that we have won the case. If we bring the case to The Haque again, we will win again", she said.
Mr. Hun Sen said he decided to bring the case to international court after many bilateral talks at the ministerial level failed to reach any agreements.
