Kem Sokha and Sam Rainsy signed an agreement to form a Democratic Movement of Change on 15th January 2009.

Twenty eight MPs from the Sam Rainsy Party (SRP) and Human Rights Party (HRP) have on Thursday 21st January released a joint statement under the banner of the Democratic Movement of Change (DMC) declaring its supports for actions that aimed at protecting Cambodian territorial integrity and helping Cambodian farmers, reports Deum Ampil.
The 28 MPs have stated clearly that they support Mr. Sam Rainsy's actions in pulling 6 wooden border markers from Border Pillar number 185 on Cambodian-Vietnamese borders on 25th October 2009. Two farmers were jailed and three are on the run and Mr. Sam Rainsy, who stays in exile in France, was issued with an arrest warrant for their actions.
The statement said "All actions that protect Cambodian territorial integrity, including actions of MP Sam Rainsy in the uprooting of border markers from Border Pillar number 185, were not illegal actions. On the contrary, they were not only actions that protect farmers' lands, but they were actions of the highest patriotism in the defence of Cambodian territorial integrity which is facing encroachments/violations through border demarcations."
The statement had also called on all democrats and Khmer patriots to unite in the face of dangers posed by border encroachments through demarcations from the east and through Thai invasion from the west.
Mr. Tith Sothea, a government advisor, said Mr. Sam Rainsy's actions were inappropriate. "If Mr. Sam Rainsy was not happy with the demarcation posts, he should make a request to the chaiman of the National assembly to summon the government to explain the issues", he said.
