Thailand has provided Cambodia with a $40 million concessional loan for the upgrade of National Highway 68 from Kralanh to O'Smach on the Khmer-Thai border by cutting through Samrong provincial town.
The loans agreement was signed on 27th August between Mr. Vongsy Visoth, Deputy Secretary-General of Cambodia's Ministry of Finance and Mr. Acksiri Buranasiri, Head of Thai Agency for Co-Operation and Developments with Neighbouring Countries.
Mr. Vongsy Visoth said the concessional loans is another step forward in strengthening the co-operation between the two countries. He added, so far, Thailand has already provided concessional loans to Cambodia three times worth $99 million. The first time was a $21 million loans for the upgrade of National Highway 48 from Koh Kong to Sre Ambel. The second time was a $37 million loans for the upgrade of Highway 67 from Anlong Veng to Siem Reap.
Other than these concessional loans, The Royal Thai Government has provided financial grants worth $10 million for the upgrade of a road linking Choam Sra-Ngam and Anlong Veng, for the feasibility study of National Highway 67, for the repairs of road from Anlong Veng to Banteay Srei and for the building of 4 bridges along the National Highway 68.

Isn't it strange that both countries can still cooperate at lower levels to organise funding for roads etc.
This suggests that the border 'conflict' is propaganda to distract the populations from the real issues. 'WMD = Weapons of Mass Distraction'.
