Speaking in a press conference on the first anniversary of the Thai occupation of the areas surrounding Preah Vihear temple on Wednesday the 15th, Mr. Phay Siphan, spokesman for the Council of Ministers, said that Cambodia and Thailand had resolved 70% of their outstanding border problems.
He said that Cambodia had negotiated for the withdrawal of 10 Thai troops from Wat Keo Sekha Kirisvarak pagoda but the negotiations had stalled due to Thai internal political crisis.
Mr. Phay Siphan reiterated that Cambodia and Thailand are committed to resolving the border problems peacefully and added that in the past one year both Khmer and Thai border committees had resolved 70% of their border issues. However, he added that any sticking and unresolved issues will be referred to the International Court of Justice for judgement.
He also stressed that Cambodia and Thailand will use the Memorandum of Understanding signed in 2000 as a basis for the settlement of "disputed zones" between the two nations.
However, in the same press conference, Mr. Phay Siphan had also proposed to change the term of "disputed zones" widely used by journalists and in official documents to "Thai claimed areas" to refer to the so-called "overlapping areas" claimed by both countries.
In the past, Cambodia claimed that these so-called "overlapping areas" are actually Cambodian territories under the maps of the 1907 Franco-Siamese Treaty signed by Cambodia and Thailand.

Look like Phay Siphan doesn't know what he is talking about. He should have said the border problems got 70% worse than in the past year.
Before 15th July 2008, Thai troops did not encroach much Cambodian territories. But after 15th July 2008, the border violations by Thai troops had gotten worse. Now look like the situations are 70% worse than a year ago with Thai violations at Preah Vihear, Phnom Trop, Veal Entry, Chak Chreng, O'Smach, Choam Ksan and Chup Koki and many more areas.
Phay Siphan is a parrot who just repeat what Hun Sen wanted him to say. A big liar.
