The Human Right Party (HRP) has on Sunday appealed for a merger with the Sam Rainsy Party (SRP) as early as the end of 2009, if possible.
During the party's first congress, attended by more than 300 of the party's National Council members, the congress has unanimously adopted a resolution which called for a quick merger of the two parties.
Speaking to the party faithful during the congress, Mr. Kem Sokha, HRP President, said: "(We) urge and ask for an expedition of a resolution on a clear principle on the criteria for the merger between the Sam Rainsy Party and the Human Right Party as soon as the end of 2009, if it is possible. But the creation of a new party in accordance with the above resolution can be done at a later necessary time."
The HRP congress also adopted a resolution which called for a dissolution of both parties and the creation of a brand new united party by taking a new name.
Mr. Kem Sokha said: "I am reiterating again that what kind of a unity does HRP want? The HRP wants to see an alliance where we will create a brand new party, wants to see a new party, not one party integrates into another party, we do not want them to integrates into our party or our party integrates into their party. What we want is a new unity with democratic characteristics in the internal structures of the party. We must not say that there will only be a democracy in the internal structures of the party after the election, the internal structures of the party must be demiocratic before the election so that people will believe us."
The HRP has said in the past that any merger of the two parties can only be possible if two conditions are met and that is, first, the party name must not be a name of the party president and secondly, the term of the party presidency must be limited to two terms.

Political or diplomatic or even military negotiations must be done face to face and quietly. It seems that the HRP and SRP are not directly negotiating face to face, but negotiating through public speech.
These sorts of sensitive political issues must be discussed quietly. To publicly set conditions is a recipe for disaster of the future merger.
true 1045, military sensitive issues can only by share enough set of conditions. the two mergers seem promiseing for the future of new ideas and improvements of our society. kem sohka seem sincere than sam rainsy but sam look like he willing to do anything for the country infrastractures of our communities than people. i think better roads and transportations should come first then social control come after. and the economies will automatically follow smoothly as people are having safe, healthy,happy,enviromently sound design and freedom of movement are emprovised. these are important managements for good and fair society to move on wisely. thank you.
If there is any chance to defeat CPP, all other smaller party must unite to become one, HRP and SRP are stepping in the right direction, doing it alone is less effective, especially when dealing with a goliath of CPP who is so well back up by you know who.
Yes, they are stepping in the right direction. The next step would be trying to work out a mechanism which will make the alliance or merger holds. In the past, all alliances of democrats died within months of its creation.
These people don't learn the listen. They should merge to one party long time ago.
HRP is desperate. They have zero chance of winning any in the next election.
If and when there are more parties join in, there should be a new name. Sam Rainsey Party is too individual for a name of a political party.
Cambodian Party Party (CPP)...it's a joke people..take it easy.
The CPP, people's party, means the opposite. In the communist countries everything is people, like people's court, people's congress (parliament), people's army, people's police etc, etc. But they all mean the opposite. All of these institutions under communist countries oppress their own people.
