The Cambodian military is angry at Mr. Ho Vann, a Sam Rainsy Party (SRP) member of parliament, for making unwelcome comments against the military officers who had just been awarded tertiary qualifications from a Vietnamese Military Institute by saying that those qualifications has no values, reports Reaksmei Kampuchea newspaper.
On 20th April, Prime Minister Hun Sen had awarded Masters and Ph.D degrees from the Vietnamese Military Institute to 22 military officers.
Mr. Ho Van was quoted by the Cambodia Daily newspaper to have said: "Those Masters and Ph.D degrees that have just been awarded are only for the strengthening of their powers over their subordinates, but the degrees have no values whatsoever at all".
Gen. Srey Doek, commander of Division 3 based at Preah Vihear temple and Gen. Sorm Bopharoth, commander of the Triangle Border Area in Preah Vihear, said that Mr. Ho Vann's comments is an insult to the Cambodian army as a whole and demaded he apologises.
Gen. Srey Doek and Gen. Sorm Bopharoth said that if Mr. Ho Vann did not apologise "The army will take legal measures against what he had said", without elaborating on what the exact measures the army will take against MP Ho Vann, says Reaksmei Kampuchea.
When contacted on the phone by Reaksmei Kampuchea to comment on the army's threats, Mr. Ho Van refused to comment by saying that he is busy in the meeting.

What is different study in US or Wester countries and Vietnam?
I don't see any different. Everwhere you study hard, you will get good achievement. Sometime, they study in khmer, they have good technical skill but their english is not good. People graduation from Western countries, some student has good knowledge in english but skill is not sure....etc
Back to this news, all of you are blaming khmer get certificate from vietname and will sell everything to vietnam. you are right.
But inside cambodian government today, there are people who graduate from US, France ....etc when they back to cambodia, they sell their head to vietnamese. same same same
I don't think it is different. It depends to your conscience, if you have strong conscience, everywher you study doesn't care.

4:40, The difference is we don't trust the Vietnamese Ph.D's because we don't trust that those army officers attended the classroom. They are so busy committing corruption, how can they find time to attend the classroom? To earn a Ph.D in a Western country, you need to study at least 3 years in the classroom or research in the libraries or on the fields. In the last 3 years, Pol Saroeun, Kun Kim and their comrades are very busy in Cambodia trying to fatten their pockets, so how can they attend the classroom in Hanoi. This is the difference. Other pre-requisites to enrol in a Ph.D course is that the candidates must hold a bachelor, then a Masters degree before they will be allowed to enrol in a Ph.D course. I don't think Pol Saroeun, Kun Kim hold any bachelor degrees or Masters degrees at all. These two can't even speak and write Khmer properly.
