On Sunday February 8th, villagers in northeast Cambodia were caught off-guard by a sudden water surge event which authorities now say was caused by upstream dam operations in Vietnam.
The sharp rise in river levels last week alarmed villagers who've suffered hazardous flooding and erratic fluctuations in river levels for years due to construction and operation of large hydro dams upstream in Vietnam.
