Disputes between Mr. Osman Hassan, Secretary of State of Ministry of Social Affairs and the slum-dwellers of the "Railway Community B" reached boiling point when Mr. Osman ordered 10 of his bodyguards to arrest those slum-dwellers. The 10 bodyguards, who dressed in civilian clothes and armed with pistols, chased those slum-dwellers to the headquarters of Doeum Ampil News when those slum-dwellers run there to seek intervention.

Around 11 am on the morning of 23rd February, 2009, some slum-dwellers ran in panic to seek help from Doeum Ampil News after they were chased on foot and surrounded by Mr. Osman's armed bodyguards.

Immediately. Mr. Soy Sopheap, publisher of Doeum Ampil News, called the police for intervention and before the police arrived, all 10 of Mr. Osman's bodyguards escaped from the scene.

The disputes between Mr. Osman and the slum-dwellers of the "Railway Community B" happened a long time ago that culminated in a court case.

Doeum Ampil News has been recently informed that the court has decided in favour of Mr. Osman and sentenced those slum-dwellers to 3 years imprisonment. Immediately, Mr. Osman ordered his bodyguards to arrest those slum-dwellers to put them in prison. Doeum Ampil News believe that, despite the legal victory, Mr. Osman should not order his bodyguards to arrest people in an anarchic way. He should resort to legal means instead.
